Causes exhaustion. I knew there was a reason I don't use it much if at all. Granted I use Maelstrom but the AOE, duration and interrupts are a better trade off imo.
All this talk makes me want to run my water ell in HM Fire Island missions.

Hey here's a question:
Most lighting dmg has 25% armor penetration right but rangers typically have armor with +30 vs. elemental damage. How does that math work itself out?
Hmm maybe I should start a new thread for this....

Well much like Deep Freeze, Maelstrom also requires next to no attribution in order to gain effectiveness.
Maelstrom is good for PvE, because enemies tend to bunch up, and can be lured to be bunched up, to give you a significant advantage because of their stupid AI. Same goes for Deep Freeze.

If I had to guess it would consider their armor at 100, penetrate 25%, and act as if they had only 75 armor against elements.

Yes. Skills like eruption, maelstrom and meteor shower have the bonus of adverse effect. What I like about earth is there are plenty of good non-elite, non-exhaustion spells to work with.
