Both are pretty bad imo. But you're an E/A so you can still be saved . Unfortunately the best fire elites are reserved for NF owners and the powerful earth magic spells cause a lot of exhaustion. If you can though, go cap [assassin's promise], which will instarecharge all your skills when the foe u hex dies in the alloted time. Breath of fire, fire attunement, teinais, and fire storm w/gole should suffice for now, considering you're probably doing this NM?
But if you can, try to get nightfall or EoTn. You'll find the best ele elites there, and in both, you can get the ub3r awesome PVEonly skills, which work very will with assassin's promise. But if you can only get one, go for EoTN, it's only 10 bucks now at some stores.
OR...you can go water magic. [Shatterstone] is a very popular water elite, and quite useful in cantha. Hope I helped

Build #1:
Mind Burn is bad, it's a spammable exhaustion elite skill with nothing to offer but damage. You should really put utility like Ward Against Melee on there too. Aura is meh at best, but if there's weak enchant removal it could be nice for usage as a cover enchantment. You also need a spammable damage spell such as Fireball or whatever.
If you've only got Factions I also suggest a ressurrection skill. Flesh of my Flesh is quite a good one, and you can also buff Rangers and (If you dare...) Assassin and Warrior henchmen with Splinter Weapon, but put that at 10 spec and don't run Ward Against Melee with it.
I suggest the following:
[gole][fire attunement][teinai's heat][fireball][meteor][no skill][ward against melee][flesh of my flesh]
12+1+1 Fire Magic
10+1 Earth Magic
8+1 Energy Storage
You can take out 1 in Earth Prayers, put it into Curses, use Enfeebling Blood and change FomF for Res Sig for extra defense.
Or for a more offensive version:
[gole][fire attunement][teinai's heat][fireball][meteor][ancestor's rage][splinter weapon][flesh of my flesh]
The reason neither of these builds have an elite because the elite options for a Fire Elementalist is bad for a Factions-only person.
As for the build #2:
PBAoE really isn't very good, but the fact you have Ward Against Melee is good.
A PBAoE build isn't really good on a squishy character because you're a frontlining "kill me!" target. In terms of a much stronger template, I suggest:
[unsteady ground][ward against melee][churning earth][gole][earth attunement][enfeebling blood][stoning][resurrection signet]
12+1+1 Earth Magic
10+1 Energy Storage
8 Curses

Well if you insist on shadow-stepping with your ele, consider Dark Prison or Augury of Death instead of Death Charge. Dark Prison will slow your enemy briefly while you trigger Shockwave.
Augury of Death will allow you to use your magic from a distance, and save Shockwave for the moment you shadow-step, which will be a rough moment for your opponent, who will have just been hit with Deep Wound while below 50% health.

I suggest going Earth with factions, none of the other attributes are very strong with Factions only.
The earth build Tyla posted is a good one to use. Don't bother PBAoE unless you're farming.

what is a good build for the Gyala Hatchery? i want to get masters reward but i cant do it, best i did was with 2 turtles dead. I have tried several builds but with no luck. My heroes are 2 sf ele and 1 blessed light monk. myself i have tried using Searing Flames, Unsteady Ground, Dual Attunment rodgort build. What i usually do is drop the canister in the young turtle group and then spam everything that comes near, but the kurzick warriors get through and i lose one turtle or two.

This is a question best asked in the Canthan Explorers' League (Factions PvE forum). I'll just say you should read the wiki and do it "the back way" for an easier time.
If you insist on doing it "the hard way," though, back when Factions was the latest campaign, I did Gyala "the hard way" by turning my Ele into a bonder, bonding the turtles, and powering through with a PuG.
