Ok ok, so it never got used, but do you think it will now? I don't think I'd use it over something like Water Trident, I don't know.

I mean at least it used to be a unique skill. I used to have fun picking fights with another Ele in AB's with that on my bar.

Other Water elites are still far more useful.

It only works on hexes, the damage doesn't ignore armour and it's pitiful.

If you cast Blurred Vision on a Warrior or Ranger that 33 Cold Damage at 14 Water will be vastly reduced.

Use it with [Shard Storm] and [Freezing Gust]. Might be useful in GvGs to catch flaggers or in AB to kill lone targets. At least it's nice to have an option in water magic to apply more damage on snares.

According to wiki the skill is bugged and the "cold" damage is armor ignoring. I guess if you stack this with hexes like [freezing gust] or [ice spikes] or [deep freeze] it could create some decent damage but it still means no [shatterstone]

Exactly, in comparison to [Shatterstone] the damage is pathetic, even [Water Trident] is better if you wanted damage, and that has a nice KD effect.

If MoI was a non-elite, did a lot more damage, or worked on all offensive water magic spells, then it'd be worth it. I suppose you could go /me so you can swipe it from another water el in your party to use it with a useful elite, but why would you want two water els in a party, one with a gimped elite?

I also don't see Me/Es dropping icy shakles for this in PvP.
