Well, since the damage is only triggered when using Water Magic Hexes, your choices are pretty much limited to Water Magic Spells which isn't all that useful in PvE.
I think [Ward Against Harm] is probably the best Elite in the Water Magic line. Add some points into Earth Magic, combine it it [ward Against Melee] and [Ward against elements], and your teammates will love you.
Edit: Here is a quick build I use on my hero sometimes
Water 12+1+1
Earth 10 + 1
E Storage 8+1
[water attunement][ward against harm][ward against elements][ward against melee][blurred vision][glowing ice][glyph of lesser energy][optional]
You're not gonna do much damage with this build because without the good ol' [shatterstone] + [vapor blade] duo, you don't have much choices.

[[Mirror of Ice] actually isn't that bad. The damage is armor ignoring by the way.
This is what I like to play in PvP (mainly AB):
[Mirror of Ice][Water Attunement][Glyph of Lesser Energy][Shard Storm][Freezing Gust][Ice Spikes][Deep Freeze][Maelstrom]
For PvE you could swap [[Freezing Gust] for a PvE skill of your choice. Like [[Pain Inverter].

When they first changed mirror of ice, I was eager to try it too. But I abandoned it after I learned it's hefty flaw, the bonus damage only applies to the initial target. So don't expect a bunch of 37's to pop up when you use deep freeze or anything.
I personally think it should affect all hexed targets, but until that get's changed go with shatterstone or ward against harm. That's my .02$.

If you want to use mirror then you are very limited, but you can still do big dmg. Shardstorm, Freezing Gust, Ice Spikes, and Rust are a few examples. So group those with Mirror, Water Attune, and Res.
As for the armor ignoring comment... That is untrue. The skills deal cold dmg, not armor ignoring dmg. HUGE difference.

Wrong - it's supposed to deal cold damage. What it actually does is deal armor-ignoring cold damage, or at least it did when they first buffed it and unofficial wiki still has it listed as such. I'll go test to make sure.
Edit: Mirror of Ice's damage is definitely armor ignoring. Although, unofficial wiki lists it as armor-ignoring cold so I wonder if it counts as one or two shots with Mantra of Frost. Bah, can't be arsed on that one.

Yes, Blurred Vision (along with any other targeting Water Magic hex) causes damage to who you target, but if it hits adjacent targets, they won't feel the damage. Mirror of Ice will do its extra damage only to the target; therefore [[Frozen Burst] will do no extra damage as it's essentially self targeting.

I was mainly expressing that it's something random I thought up, but if the build is to your liking then use it if you wish. Just make sure to cast Freezing Gust while a Water hex is active in that moment in time. It still counts as a hex to Mirror of Ice.

wow...i'm just trying to suggest a build that is actually useful in the water line. go ahead don't care and just suck.
and you asked if mirror of ice was good. bottom line: no. the only time i would even consider using it is if it wasn't an elite.

-Now, now girls.. lets play nice.
I am not a big fan of mirror of ice but If I was forced to use it as my elite my build may look something like this:
[water attunement][Great Dwarf Armor][Elemental Lord][Mirror of Ice][glowing ice][Freezing Gust][Blurred Vision][Ice Spikes]
