Fire Wand+ Offhand 4 Factions
So i only have factions, and i want a wand/offhand combo that's good. I currently have a Fire wayward wand, and no offhand. I'm wondering what offhand i should have, and is there any other good factions wands. Or possibly a good staff. Thanks!

Are you talking about the Wayward Wand dropped in Elite Missions or the unique Wayward Wand?
I'm assuming its the unique. It would be great if it could be adapted to a 20/20 set for Fire Magic, but you would have to create a technical replica of the wand (with a "Forget Me Not" inscription instead). From there, you could parallel it with a 20% HSR and 20% HCT Flame Artifact.
But that is up to you.

I would recommend going to Kaineng Center and see if you could get a good fire staff. You can probably pick up one pretty cheap. Same applies if you are wanting a fire offhand. You could try and get a fire straw effigy or Lian's Lantern, both are decent ele offhands. Just try Kaineng Center and you should be able to find what you need. If not then PM me ingame and I may have an extra Lian's Lantern you can have. IGN-Lord of Blame.
I always use an energy storage staff on my ele. Since I almost always run a pretty hi attribute in energy storage it makes it useful across all skill sets (earth, water, air, & fire) no matter what I'm running. That way I can run a fire build for one mission and an earth build for another mission without having to change weapons.

20/20 wand and a 20/20 offhand is optimal most of the time, yet most any green fire staff will work decent, just spam Keinig till you find one cheap.

I'm good on money for a 20/20, but how much is an average 40/40? (price wise)

If you make your own then by the time you are done you will be looking at around 30k+ minimum. Thats because you will have to have a Forget me not inscription which is over 20k alone.
You best bet for a 40/40 fire set is to get one of the following combos:
Wands
Droknar's Fire Scepter or Hajkor's Flame
Focus
Droknar's Fire Focus
You can try and get these in Kaineng Center, not very likely, or on the Guru auction site. You may be better of to just use the auction site to get everything you need to make the set. Could be a little expensive but you may find a deal or two.
I would still recommend a good staff over a wand and focus IMO, you won't really miss the 40/40 that much.

Take a look in the sell forum. There are many good, cheap staffs there.
Kerrsh's staff goes for 3-4k. Stats follow:
Energy +10
Fire damage: 11-22 (Requires 9 Divine Favor)
Fire damage: 11-22 (Requires 9 Fast Casting)
Fire damage: 11-22 (Requires 9 Soul Reaping)
Fire damage: 11-22 (Requires 9 Energy Storage)
Fire damage: 11-22 (Requires 9 Spawning Power)
Halves skill recharge of spells (Chance: 20%)
Energy +5 (While Health is above 50%)
Health +60
This is a decent general use staff imo.

You can get a 20/20 collector Fire focus here.
You can craft a 20/20 wand for 5K + materials at Vasburg Armory or Leviathan Pits.
That will give you a "40/40" wand/offhand set.

I find it a better investment to use the 40/40 weapon/offhand. And then have a spear with a defensive grip for the +5 armor as well as a shield with a handle of fortitude for the +30hp and an armor +5 inscription.
Having the spear/shield will turn your 60 armor level ele into a not so squishy 76 armor level ele.
lets say that you have full blessed insignias with "faith as my shield" inscription and the defensive spear grip. Now you are an ele with 86 armor level. which is a noticeable advantage.

when caster professions use a combat weapon and a shield (sword/shield, spear/shield) they generally do so for the extra armor.
You may hear the term "squishy" being used when referring to caster professions. This means that their low armor level makes them more vulnerable towards damage.
In certain areas it is preferred to have the extra armor over the spell casting buffs. The difference between 60 and 86 armor level can make a pretty big difference in your survival.
Using a spear is preferred for casters because it gives you the option to remain ranged while attacking. Plus with 0 spear mastery, you still have the potential to do decent damage as far as auto attacking is concerned. Also you can add mods to increase your armor.
a max gold shield gives an extra 16 armor level with the ability to add another 5 armor with an inscription and then a handle mod for an extra 30 health.
That is why i carry multiple weapon sets with me.
1: A longbow for pulling
2: A staff with 20% enchants with health and energy mods.
3: 40/40 half casting time/half spell recharge wand and offhand
4: Spear and shield with armor enhancements.

By default, you only have one weapon set, but you may have up to four. Wiki has a page explaining it here. It's written well, so I'll not bother repeating.
Since multiple weapon sets allow you to change your equipment with the press of one key, daze was saying that you can equip a spear and shield when you are not casting to increase your armor and health. A 40/40 set is technically only useful when you are casting a spell, so you may as well increase your armor and health when you are not casting.
If you look in the sticky thread by Celestial Beaver, I think you will find the same recommendation and an explanation.
There is no +5 defense inscription for shields, though, that's a focus core. The increased armor inscriptions for shields are all limited to a specific damage type, like slashing, fire, etc. You will still get 8 armor from a max(16) shield if you do not meet the requirement.
edit: Unfortunately, there are no spears available in factions, but you can equip a sword or axe and a shield with similar benefit. You will just lose the ability to attack at range. At 0 spear mastery, you'll only do ~2-4 damage anyway. A spear can be used to trigger things like [[Mark of Pain], [[Barbs], [[Order of Pain], [[Splinter Weapon], [[Great Dwarf Weapon], etc, but it's not useful for auto-attacking on a caster. Your only option to obtain a spear is to buy it from another player.

spears are too easy to come by, so if you have only factions, that should not even hinder your spear acquisition in the least bit.

A spear is definitely a better choice for a caster than a sword or axe especially because of the above mentioned skills. [[Mark of Pain], [[Barbs], [[Order of Pain], [[Splinter Weapon], [[Great Dwarf Weapon].. But also it saves your ass just in case you get <C><SPACE> happy.

dunno i really dont powertrade the small items anymore.. you might just want to try spamming in town trade chat. WTB Gold Spear inscribable. doesnt mater if its req9 or 10 or whatever. But when you get more gold, you might want to invest in a req9.

As for mods on a Spear I'd go for either:
Fiery Spearhead, "Don't Think Twice" HCT 10% Inscription, +30HP Spear Grip
Fiery Spearhead, "Let The Memory Live Again" HST 10% Inscription, +30HP Spear Grip.
Depending on build you may want to use an Enchanting spear grip.
Using a Fiery Spearhead just in case someone you play with (or yourself) uses [[Mark of Rodgort] - You can make foes burn by spearing them...although it should be noted that as a caster you should be casting spells most of the time. Fiery would just be a more useful head for a Fire Elementalist's spear, though it doesn't matter a great deal.
I would add to the above that you are an Elementalist. You have Energy Storage. Therefore, a +5 energy inscription isn't going to make any difference to your life - it would be a waste.
You wouldn't need to use a shield with that unless you really wanted the extra armour from it. I'd personally go for a 20/20 Fire Magic focus (such as a Droknar's Fire Focus).
