Once you get factions, you'll have [shatterstone]. I used to use [vapor blade] before Nightfall.

I quite like using [shatterstone] in PvP. In unorganized formats, a lot of people don't expect/understand the delayed damage that [shatterstone] offers. It's fairly potent to spike unsuspecting targets. I typically use the following skills:
[glyph of immolation] - this is very powerful, and you should invest in it to fuel [Steam]'s blinding function, and also because snares + burning = often results in someone dying while chasing you.
[freezing gust] - I either use this as a snare (if person isn't water hexed) or if I don't need to snare them, then I would use [shatterstone] FIRST, followed by this skill for a rather large packet of damage.
[steam] - powered by [glyph of immolation] An incredibly easy to meet condition for a long lasting blind.
[glowing ice] - Works well for e-management with [Water Attunement] while also providing more damage to the [shatterstone] sequence.
Those are pretty much the skills I really like to use with Water. The downside is [shatterstone]'s casting time.
[blurred vision] is another great spell to take.
There are lots of powerful choices with water, and [icy shackles] is fantastic too.
