Shatterstone Build?
I know there are a few out already but none seem to work for me, maybe I'm just "special"? And I'm not crazy about using GoI, I wanna be just water so I can say I'm a WATER ele not a mix, don't ask why though.
Vapor blade is good at time but it fails if they have an enchantment. If I cast SS - Freezing Gust- Glowing Ice, GE is always late so I don't get any energy. Shard storm misses too much for my taste.
This is for RA so I guess I need a resurrection signet in the build.
I don't have a secondary really, but I'm usually monk just for HB.

You're better off using Shatterstone -> Glowing Ice and if HCT on Glowing Ice -> Freezing Gust, that way you get the damage off.
The standard Shatterstone build is:
14 Water
8 Fire
11 Energy Storage
Shatterstone
Glowing Ice
Steam
Glyph of Immolation
Freezing Gust
Water Attunement
?
Res Sig
Glyph of Immolation is sweet since it adds 42 armor-ignoring damage to all your spells, but the nerf to Steam hit it pretty hard. Still it's better than other options. You can choose to use Blurred Vision instead of Steam since hex removal is rarer than condition removal, but of course Blind is more debilitating than Blurred Vision.
For optional spot you can use Aura of Restoration for some self-heal that doubles as energy, or Healing Breeze (play with specs accordingly) to heal some allies. Rust is another possibility, you can use it to keep down Res Sigs. You can also use Icy Prism in that slot, Shard Storm, Armor of Mist, something from the free secondary (stance maybe) or perhaps some skills I can't think of right now.

For your secondary, I would consider Power Drain from the mesmer secondary. Even with little point allocation, it still pays for itself in energy, plus it can protect your team for a VoR, backfire, empathy, or a Rodgort's Invocation just to name a few spells. Though most of the times you might want to use this as energy management, try to also use it for defensive purposes, too. Interrupts are just as good as any hex or prot if used properly.
However, the bar from the second poster I believe will work. I would consider Shard Storm over Freezing Gust possibly.
Also, to avoid confusion with his attribute setup, it should look like this
Water Magic 12+1+1
Energy Storage 10+1
Fire Magic 8+1 (he didn't add a minor rune, but 10 health over a few more damage, either way is a gamble)

Highly suggest Icy Prism in the build somewhere since you are speccing in Water Magic. Being able to interrupt/shutdown Rez signet in RA is very valuable.

For RA, you do not need snares as much so you don't need [[Freezing Gust]. Extra antimelee like [[Blurred Vision] would help more.

That's what I usually run when I'm going shatterstone. The optional skills could be things like ice spikes, frozen burst, freezing gust, GoI+Steam (drop BV if running this). If you are in NM, you can even get away with ice spear and conjure frost. Not suggesting you do it, but it's possible.

I've run some pretty good Shatterstone / Energy Blast combo in AB and the like.
Other then that, Shatterstone/Vapor blade is your best bet spike wise

VB is okay in PvE, but I think it's too expensive and easy to predict in PvP.
