Because UA + HB is what seems to be the optimal build to most pubs when it isn't. Two hybrid monks are better than UA + HB and two ER Infusers are better than two hybrid monks.

There is still place for eles nuking in HM because they can still do damage but it isn't as strong as most pugs think. If people in pugs were aware of the whole range of options instead of thinking ele=nuke=big damage, then nuking eles would be out of fashion.

Also just because people request so and so for a pug doesn't mean squat. ToA is full of retards.

Why would you need another heal than infuse???
Plus rezz sucks on ER
take sth. Useful lifebond for example

Generally an er (not pure bonder) bar should look like that:
ER
aura
infuse
prot spirit/bond
spammable prot (sb does well)
perma ench
utility/permaench
utility/ glyphe (if wo. Cons and uncomfortable with the 6? Secs downtime)

About 6-8s downtime; but Varda and I, when Dual-ERing without essence or GoS can still maintain 4 Pbonds each. It just takes practice; and generally if you haven't taken out much of the stress after 25 seconds, you will probably get e-spiked.
