I've been messing with this build for a while - I think it works best in the lower-end PvE areas where party size is 4 or 6. Tell me what you think:
12+1+3 Fire Magic
12+1 Energy Storage
3 Shadow Arts
---
Death's Charge
Double Dragon
Inferno
Flame Djinn's Haste
Flame Burst
Fire Attunement
Glyph of Elemental Power
Great Dwarf Armor
Precast 8 through 6, then approach a mob and hit 1 through 5.
* If you get +1 attributes from a consumable or a blessing, sub out GoEP for Elemental Lord
* In 8-man areas, I find this less effective because it is harder to maintain aggro since mobs tend to disperse to target your backline

In hardmode you're going to be left out to dry. You won't do enough damage due to lack of armour ignoring-ness, and you're still squishy with GDA on you.
If you aren't doing hardmode, and you're in lower end pve areas, it dosen't matter what you bring...
why don't you just run SF with ele lord and GoEP? lets you stay back, and you can drop some Ebon standards and such, maybe run some utility.
oh yeah, and obligatory- "Ele's are only good with ER prot/heal/orders"
someone had to say it...

Substitute Shadow Form for SF there and you can even keep up the PBAoE.

Explaining a bit more concerning what mode the build would be used it, etc., can help us to focus our criticisms, feedback, and suggestions more appropriately.

Trying to understand your grammar...
Well in my quest to find a use for all elites, I stumbled upon Star Burst. Then I realized... Star Burst has nothing on Double Dragon, so I tried to make a build using Double Dragon as the elite.
I was thinking of speccing into Earth Magic for either Kinetic Armor or Armor of Earth, just so I don't fall apart so easily. But when I realized that I had no PvE skills, I thought of Great Dwarf Armor.
Eles aren't known for specializing in armor-ignoring damage anyways. Well, I can stick to Mind Blast Necrosis then...

Seems to me like you question your own build when it comes to later in the game. You more or less answer any hidden questions you have by realizing the build works fine in lower end areas, but then knowlingly becomes much less efficient in "harder" areas.
In my mind, I wouldnt even consider your build direct damage. (really this is a minor technicality, but still none the less) They foes have to be adjacent right where you death charge to, and as soon as they move...the build falls apart.
Direct Damage would be skills like Mind Blast, Liquid flame, rodgorts.....the damage from these skills can not be avoided. Inferno, flame djinn's are all conditional in that you have to be adjacent or nearby(skill accordingly).
If you dont think its effective in these "harder" areas, then simply adjust your build until you find something that seems effective.

Actually, going E/Mo with direct damage PBAoE can work fine for lower end solo farms, should that be your thing. When I'm really bored, I'll do the mobs at the start of Gates of Kryta with a build based on these general principles.

Point Blank fire spells own low level areas because of enemie's low armor. My only beef with the build is energy management. I've messed around with this before, and notice spamming spells can drain you. Either you are not progressing through pve fast enough for this to matter, or you might consider replacing one of the skills with a further energy management skill. If you used a 40/40 fire set, you would be able to spam your fire spells more often, and thus may be able to do without one of them.
