Making a new Ele
Usually I sit around on my Dervish and chit chat b/c I've done everything I've really wanted to do. But lately I've felt that I'd like to do more so I figure I'd try an ele. I mean they're great Single and AoE Dmg and not to mention they can even health quite effectively now a days too.
So, My question is, How effective are the E/Mo healing builds? Particularly this Infuse Spammer? http://pvx.wikia.com/wiki/Build:E/Mo_ER_Infuser

ER Heal + Prot builds are incredibly effective. Worth a lot more than a Monk, N/Rt, N/Mo, or whatever else you can think of. Need to ensure ER doesn't get stripped though, or other wise you lose the spammability of Infuse and the prots, which defeats the point of the build.
PS: Ele damage can hardly be described as 'great'. Armor ignoring damage is what gets things done, and eles have pretty much none of it. There is the option of using AP to spam PvE skills, but that's not really what you'd call an Elementalist.

I play my Ele almost exclusive as an Emo. I'm just not particularly happy with the dmage output of nukes.
It's an extremely dynamic build. Running it poorly will leave you out of energy in seconds, running it well is a massive rush.
Enchantment stripping is a bit of a problem, but good party positioning and keeping plenty of other party members enchanted will provide you with enough cover to keep from getting hurt by it *too* often.
Also, PUGs will love you. Used to be a time when a healing ele wouldn't get a second though, nowadays nobody seems to question me and getting into groups is a sinch.

E/Mo healers are good if you can play it right. And as marty said, els aren't that great for damage once you get into HM where you are lacking armor ignoring damage from your main set of skills. They make decent supporters though.

Ele healers are great, that's definitively the build i choose when missions get hard, and it's also very funny to play: prot bond on you and the frontliners, and you can spam infuse health and great dwarf's weapon all day and night, feeling more or less like the seventh god
However, they need a nerf, because my monkette feels useless :P

Now, Was wondering...
Protective Bond is kept ONLY on the frontliners? or should I be using only when times get tough? (constantly enchant allies and then disenchant when it's not needed?)
Life Attunement is only kept on myself correct? To help myself heal from Infuse?

This except that monks are still far from useless. They're just not as ridiculously OP as eles are. I run a separate prot and heal monk in HM all the time and I flawless missions/vanqs.

You maintain Protective Bond on yourself because it's likely that you'll be attacked (you have low health because of the sup energy storage rune, you maintain enchantments on your allies, etc.), then you maintain it on your frontliners because it's likely that they'll be attacked often too, if they are the first to enter the battle and to be seen by mobs. However, you can use it also on other teammates, for example if someone gets DP'ed. The only real problem is energy management: if you have too many PB maintained, and the -4 energy triggers too often (mobs attack too hard) you'll probably want to stop maintaining some of them. Instead, if mobs aren't so dangerous, you can even keep PB maintained on all party members without worries. It depends on the situation.
It's recommended also that you bring a hi-energy set (2x +15/-1): if your energy is going down too quickly and for some reason you can't spam infuse to keep it high, swap to the hi energy set to have the energy to recast the enchantments, and as soon as it's possible, start spamming infuse under ER to return to max energy (and then you can swap back to the staff or defensive set).
Life attunement is only for you, yes.
