Are we talking about pure damage? I think spells that cause damage to adjacent foes might hold the record if you can ball the foes up enough. For example a single cast of Whirling Defense can clear 25 snowmen in HM.

I assume you are limiting this to elementalist since you chose this board?
Obsidian Flame for spammable armor-ignoring damage? (ignoring exhaustion, of course)
Farmers might argue for something like Sliver Armor.
Meteor Storm for the damage + knockdown?
Maelstrom for the interrupts?
Eruption for disabling a horde of warriors?
Powerful is a fairly vague word. Offensive? Defensive? What situation? Single target vs. groups?
How about Kinetic Armor for the huge armor boost?

As stated above, "power" is hard to gauge and can be defined in many different ways. There's single-burst vs. multi-burst, single-target vs. multi-target, armor-ignoring and flat rate damage vs. type-based damage, shutdown capability through energy, cast times, recharge, etc.

Offensive wise not defensive.
Overall damage and conditions, knockdowns etc. Obviously if it targets more foes the better.
I would assume a spell that no one wants to be the target of.

Overall skill that is most useful for eles, Attunement (Earth, Fire, etc) because e-mgmt is necessary even with energy storage.
In the spirit of the thread however, of course it's meteor shower. No brainer, very non-thought provoking question.

Using the metrics of "What skill do I most want to interrupt when I see a mob using it?" and the very similar "What skill most makes me s*** my pants if it gets off?"...Meteor Shower. No question. Few other single skills can single-handedly lead to the wipe of your party if you didn't see it coming and got ready to move your H/H.

Yep, classic example is the mission, Gate of Pain. Even in NM, those meteor showers are brutal if not interrupted.

For damage, Rodgort's Invocation for its spammability, or Meteor Shower.
Combined with damage buffers (EBSoH + BUH!), Searing/Teinai's Heat. On stationary targets, Fire Storm.
For damage + utility, Freezing Gust or Blurred Vision.

I would say for the most part. This is my PvE Build I use with Discordway team.
YMLAD
Assasins Promise
Finish Him
Vanguard Assasin
Meteor Shower
Glyph of Sacrifice
Glyph of Lesser Energy
Aura of Restoration
The reason I dont use Fire A. is simply because the only fire spell is Meteor Shower.
I bind YMLAD, AP, and FH to Q,E,F so I can quickly pick targets and get them off with Finish Him if needed. If it gets tough quick I send instant Meteor Shower FTW. Lesser Energy keeps my Energy up as AP quickly recharges it so I can use it again and again. Aura of Restoration is to keep my health up and benefit from +10 armor if enchanted.

It may be more taxing on your energy, but you can definitely keep casting offensive spells without the Attunement.
Ignoring cast, recharge and energy cost I'd say Meteor Shower.
@Above - that bar would work better if you could stack Glyph of Sacrifice and Glyph of Lesser Energy.

Rodgort's Invocation...but in terms of sustained damage Searing Flames
Meteor Shower really isn't damage, it's more for the 3 Knockdowns that happen, the 110ish damage hits in adjacent range aren't that impressive.
As an elementalist all the pure Damage over time spells aren't really impressive considering they are on 20-30 cooldown and you can spec 0 and bring Snow storm instead.
