Razah, Xandra and Gwen do this much better than I can.
This being the case... there should really never be a time where you don't use PvE skills fueled by Assassin's Promise, as its the best we have. With those PvE skills though, you need to supplement them with Elemental damage, and that is boosted most through Cracked Armor.
I could see *some* utility being brought due to high energy, which LifeInfusion already brought up in http://www.guildwarsguru.com/forum/h...t10454502.html, but those builds aren't as useful in my opinion as an AP Ele.

My ele runs an air build around AP and EVAS in Hard Mode. Although I do carry Lightning Orb I still have Weaken Armor on my curses hero. As for NM - anything goes and I'll even Echo Flare for teh lulz.

@expugnare - that's a good point actually. Next time I find the will (and time) to dabble with my H/H builds, I'll see if I can slot a copy of Weaken Armour somewhere. It's not for myself (since I'm dealing mostly armour-ignoring damage), but for the rest of the team who don't have access to PvE skills.

Weaken Armor alone will up an elementalist's damage potential by around 30-40 DPS. You should always have a Necro in your party somewhere and theres no reason they can't bring this (and Enfeebling Blood).

Tried it, there was no noticeable difference. Well there were noticeable differences in the precise sense - I no longer get Dissonance interrupts, Xandra uses Weaken Armour reasonably well - but in terms of kill speed there's no difference. To be fair however I usually run Lightning Orb.
@above - Enfeebling Blood is way overhyped and completely outclassed by Aegis. Beyond that I can't see a reason to spec high into Curses with my H/H parties.

Not sure why you wouldn't want to run an air build, cracked armour + invoke lightning/chain lightning is very affective in HM, out damages fire nuking builds.

might be reviving old thread, sorry for that
somebody asked about running ele hero with cracked armor...
My Vekk runs a bsurge in PvE HM and he's become a solid teammamber. Bsurge+enervating for weakness and cracked armor from shell shock all spread out with epidemic as /Me
With everything blind, weak, cracked and interrupted (from other heroes), well, you get it.
I think Vekk is to blame for all my chars getting survivor title now o.o

I play AP caller on my ele...only way to keep up with other classes in regards to dps in HM. No need to worry about cracked armor necro skill...
