No. There is nothing as a true "universal" class and your example of wanting to become a mesmer is absolutely foolish.

There isn't a universal profession. U can run some builds of other classes, but isn't going to be the same thing.

There are viable options of classes becoming other classes, such as necros and eles becoming healers.
That said, there is no universal class, and trying to make a Dervish into a Mesmer isn't so solid. If you really want a different play style for a Dervish into a caster role, here's a PvX link on how to make you into an orders necro.

thisngs like this are few and far between. mostly you will stick to the "role" of your primary profession; for a dervish, thats a front-line damage dealer.
sometimes builds like that one work, but only because things like arcane orders synergize very well with the dervish primary attribute. something like trying to "be a mesmer" is a bad idea.

Signet of Illusion mesmer comes close, but it can't use elites, obviously.

Its viable, but not in the way you suggest. For a dervish caster, Look into wind prayers combined with some ele secondary skills. However, remember that no matter what, scythe damage owns whatever casting type build you come up with.
But its only pve, so have fun with it!
