You have heroes for that exact purpose. Use them.

Dervish is a melee character if you wanna run those skills i would suggest you make a necromancer.

You can take NPCs with you. There are NPCs in each town with whatever build they have but you can also take hero NPCs with you which you can customize.
So just taking a Necromancer hero and letting that hero cast the spells is much more efficient then using them on your Dervish.
Why make a Dervish if you don't want to use Mysticism? For damage with scythes, Assassins are better. Mysticism is what makes a Dervish special
GW is a little different then other MMOs. You always go out in a team, usually a party of 8. This can be one player and 7 NPCs or 8 players or anything in between. So it is generally a bad idea to try to be a jack of all trades since you will be able to have specialized party members that can do the job much better.

Best thing I've seen for D/N goes something like this:
[contagion][dark aura][wearying strike][foul feast][plague touch]

that's still really bad though XD. enfeebling blood does most of that anyway o.O and what's the point to plague touch if you have contagion?
on topic: just look on pvxwiki for some dervish builds. things like [ebon dust aura] and [reaper's sweep] are great in pve

Firstly, welcome to GW. You're a little late to the game, but at least in PvE, that's not going to hurt you much.
If you're getting Nightfall - which you would have to to be using a Dervish - you'll be getting the ability to use heroes as well. You can set these up as you would your own character, which gives some nice flexibility. Necromancers with skills from the Curses line are used quite a bit for this - they're fairly effective and gain energy when you kill things, which should happen a fair bit.
But you don't really want to use a Dervish as a spellcaster (excluding buff spells you cast on yourself, for the most part, anyway). It isn't meant for it, lacks a primary attribute that helps spellcasting and also lacks enough energy to do a decent job of it. Generally what you'll be doing is stacking damage boost enchantments on yourself - and, if it's your taste, perhaps some defensive enchantments - and hacking away with your scythe. That's where the Dervish generally shines; doing heavy DPS to small groups of enemies, which happens enough to be worth taking one.

You let heroes play orders support. It's just soo boring for players And as a player, I'd prefer having a Necro or Ele for orders ([[Ether Renewal] beats [[Arcane Zeal]).

I would suggest sticking to a scythe for a dervish and if you do want to use curses then make a Necromancer.
You seem to be fairly knowledgable about the game as you know about elite skills and such so I'm going to suggest a couple of good PvE builds, hopefully you'll be able to find the elites you need.

Those builds are quite intense on energy. Which is fine, as long as a hero with the above necro build (orders support) is present. As Dervish you gain energy whenever an enchantments ends on you, so the orders support gives you lots and lots since 2 enchantments will end every 5 seconds. Another nice thing to do is let a Monk hero carry [[Patient Spirit], which will also charge your energy pool (and provide good healing of cause).
Just something to keep in mind

I get the impression that you may not understand how contagion works...
Contagion doesn't clear conditions from you, just spreads them to foes. The point of plague touch is to clear the conditions off of you so that you can carry on dealing damage.

I would rather use a zealous scythe or [[attacker's insight] @ wind prayers 3+1 for emag over lyssa. And [[Victorious Sweep] is quite sexy in PvE.
