This forum's pretty cool.

Normally, playing through the game, when you get a purple staff, it's usually non-max in either the inherent HSR, damage, or energy. Still, it is possible to have the loot generator give you one that is maxed out in the inherents.

It's probably not uncommon and is likely caused by some rounding/truncation, but how often do these come up? Possible on whites and blues, too?

This one came from a nightfall free treasure, if it means anything.

I'm pretty sure i had a few purple "all max" inscribable Ghostly staves from Chestrunning in DoA... might check for screenshots later.

those staves arent rly rare.... usually nobody paid good for stuff like that.
at least id merch the staff u posted... bad skin anyway.

My guess is that those only works for inscriptable staves with the inscription being the non perfect "inherent" mod. I've seen a few of those, 2 or 3 were Ghostly Staves. Still I'd not merch it, it might not be worth much but it's a nicy

Whites and Blues are capped at 17%HSR.
The vast majority of max droplevel purples have nonmax base stats, this way staves are different than all other weapon types which don't have any differences in base stats generation between purples and golds. This was a design decision made upon the redesign of staves.

From my observations over all those years purple staves with all 3 base stats maxed are quite rare, approximately only about 1% of all max droplevel ones are 20%/+10/11-22. This chance is the same for both inscribable and oldschool purple staves.
