A shield with 2 inherent mods has always been a dual mod or dual inherent shield.
You're probably mistaking the term "dual inherent" with "dual inscription".

Ofcourse it's not possible. Since the 2004 beta the item generation algorithms has a built-in protection code which prevents ANY items from spawning with more than 1 mod from the same "mod class". (one exception is the dual reduction shields but they were possible only because the -2 in stance mod was considered a separate "mod class" containing just itself).
EVEN the "bugged" triple modded shields from Mausoleum were generated by the same code and had to pass through the protection - that code prevented the generation of items which would be really gamebreaking (dual health shields, or dual hsr wands, things like that).

Dual mod shields can have ANY combination of 2 mods selected from different 2 of those mod classes:
- +Health Mods
- +Armor Mods
- -Dmg Reduction Mods
- -Condition time reduction Mods
- +1 of a specific Attribute Mods
For shields dropped in the first ~9 months after release there were 2 Dmg Reduction Mods classes:- -Dmg Reduction Mods (while Enchanted, while Hexed, Chance xx%)
- -Dmg Reduction Mods (while in a Stance)

When people are trying to sell or buy a 'Dual mod shield' they are searching for something rare, not a common item like a shield with -5/20 and 30hp. Now that every shield that has an inscription slot in it can also have a shield handle added to it there are an infinite number of shields with 2 mods on them.
When people are looking for a 'dual inherent' shield they are after the rare ones with -2/-2, -2/-3 or +10armor/+1 attribute. Everything else is just ordinary, though perhaps a little harder to find in Proph/Factions, still they are concidered common.

Damn no shields with +10AC w/stance and no +20% enchantment durations? that kinda suks. Those would be very popular I would think and what's wrong with have those mods/inscriptions?

Euh people, I think we're missing something here.. Either this man made a typo, or is about to come very rich.. q6/15 Shield anyone?? I think you made a mistake my man.
And @ Crom: Dualmod shield = Shield with 2 mods. Period. No discussion, that's what it means. If your theory on "Dualmod = 2 inscriptions" were true, how would you call an inherent shield with only +30hp? Singlemod would be my guess? But since that's derived from Dualmod, it would be wrong, since +30hp isn't an inscription. Dual inscr shield, never heard it, but it would be the best choice to make for a shield with 2 inscription variants.
And, no they're not unfair, and stopping them from dropping would be horrible and a crime against the integrity of all shield-lovers in Guild Wars, and the person that makes that decision should be tortured and killed.. Or at least fined :P
Those shields are way too cool and way too useful to remove from the game, and it's too late now anyway, so I say, don't touch my shields!!
Also: http://wiki.guildwars.com/wiki/Chimeric_Prism the most unfair item in this entire game if you ask me. It's SO OP that it's insane..

Yeah I did I went back and looked and it's a Blue AC14/q6 shield but still can put stuff into it. The AC15 shield is q7 it's blue also.

Ah, k lol :P q6/14 and q7/15 are uncommon, but not in any way rare shields, that are very useful to PvP'ers who use it in, PvP of course :P

Yes, I am fully aware that the word 'dual' means '2'. I have some 20+ shields all of which have 2 mods. Only 1 of which is what I concider a 'dual' mod shield according to those looking for the rare, not possible with inscriptions, type of shield.

if i recall there was a collectors divine symbol at start of post sear that use to have +10% enchants and maybe a few still exist
and ppl theres only
nerfed dual reduction[ -2/-2, -2/-3,-2/-5 etc] then theres
newschool dual reduction[-2/+10, -5/+10,-3 /+10, -2/-20% etc]
dual inherent refers to all non-inscriptable dual modded shields[+30/-2, -2/+10, pretty much any non-inscriptable with 2 mods]
dual mod can refer to any shield with 2 mods obv
