Thanks for that! I'll include it in the next update. It dropped post-NF, right? I'm not sure it's even worth bothering trying to figure out pre-NF min. stats and if they were different.

that bow is 13-22 (in pic) - 13-25 is by far too much
Good catch, thank you! I think I fixed it now, both in OP and update notes.
ok, finally got to put last two weeks drops into one image. I guess finding the real lowest ends of DMG is rly hard. Furthermore I´d say that there is no evidence that inherent and inscribable sources dropped different ranges for certain req. therefore my suggestion would be to merge them together which would make the OP by far smaller. About gold drops: I´m sure every weapon can drop down to q4 in max DMG for q4. I have only seen one q3 gold weapon though - firefighter´s daggers. Purple can drop in no requirement, have seen down to 10-14 Hammer, 7-9 sword (means all base stats 1 below highest for q0).
okies that´s it so far. screens: I marked inherent source items green, inscribable source items red, just in case u want to stick to ins/inh seperation. (just imo on the one hand our research has led us to this conclusion and on the other hand yawgmoth also came to this conclusion which means it is just like that Link )
This staff is inherent source as well. And it damn high req...

Thanks for the feedback and the new data!
I'm inclined to agree now, too - between Yawg's claims and what we've seen from folks' own reports here, there really does not seem to be a difference between inscribable and inherent loot when it comes to the ranges of stuff GW can produce today. Years ago, I seem to recall a working theory that it was only inscribable shields and swords which could still drop max in r8. That theory was the main reason I pushed to keep the split in the OP table - there's nothing like raw data to prove or disprove theories.
Does anyone object to or disagree with taking the inscribable/inherent source area split out of the OP? If so, please do explain the reason(s) you're for keeping them both tracked!
OK! So I went and looked through the mountains of junk that I have and came up with a few things. Firstly, I'm pretty sure everything in the following picture beats what you currently have listed, or in some cases there is nothing at all and I felt there should be a place holder. Some of this stuff I do not believe is the lowest possible, nor do I think a couple of them are even close. Even so, always can use a good starting point right? Do read the picture, left to right by rows and move down; it should be alphabetical by weapon type (except for focus' which I named offhands) Also, I think a couple of these may overlap with the stuff Red Fireball posted a couple posts prior to this one, but oh well (Like literally the same weapon because I traded him for them )
Click the button for some rambling and...lets call it theory crafting
Now onto the rest of my long winded response. Regarding its ability to still drop in gold; I can pretty much guarantee that everything can drop in gold down to r4. I can provide examples of nearly every weapon type in the game if needed, and I see no reason for the couple I dont have, to not also drop in that requirement. This doesnt address r3 or lower. I do have a single example of an r3 gold, and based off the skin (kamas) I can only assume that it came form Shing Jea Island. What I dont know is whether or not it is an old item, or something more recent. It could just be a pretty rare drop to get r3 (which means a sunqua blade would be the easiest OTHER thing to get) or its something that can no longer drop due to some update.
The second thing I wanted to bring up is something that I've noticed when I get a lot of the same items. There appears to be, for most weapons at least, a very common damage range that becomes apparent as you approach the bottom of the range. For example, it is VERY common to get daggers (kamas) in damage ranges of 5-10, swords (sunqua blades) in damage ranges of 10-14 and staves/wands (I have multiple skins) with the damage range 9-15. These ranges can be seen from r4-9. I do have examples of items that break these limits, the majority of these items are r4. This in turn leads me to believe that at a certain point, as the game approaches its theoretical limit, it generates large numbers of items with a slightly higher than minimum spec. Also it appears that the easiest way to break this is with an r4 item. (theoretically I would guess that the minimum range can drop all the way from r4-9, so while I only have a single set of daggers that is lower than 5-10 [r5 5-9] I believe that it should be possible to get a set of daggers, in gold, ranging from r4-r9 ALL with 5-9 as their damage range) I really hope that made sense, it did in my head
EDIT: I think the split for non-insc and insc stuff should no longer be split. I think it only matters for pre-NF stuff, and tracking that will be next to impossible I think

Thanks for all the contributions!
If you're not certain that an item you're posting dropped after NF's release, please be clear about that with your reply!
When posting examples of minimum stat stuff, please post either inscribable items (or items with skins we know drop only in NF and/or EotN) or things you are certain dropped after NF's release. I'm not particularly inclined to track the low side of the preNF range. I don't even know if it was any different than today's range.
When posting examples of skins that exist in gold, please post only items you are positive (or it is obvious) are post-NF drops. If you're posting something that could have dropped before NF's release (either you're not sure when it dropped, or you're positive it's older than NF) please make that obvious. My intent with the gold tracking is to see if there's a lower limit now on what reqs can drop in gold-text. We've seen r0 inscribable purple and blue things, so I think it's safe to assume there is no limit on what reqs can drop in those colors.
Here are some recent example shots I took. I will update the OP soon, hopefully.
Low-stat items for the req.:
Modern gold-drop items:
EDIT - Thanks to i dealer i for showing me the following and agreeing to let me use the picture. It's a gold r8 Spear (inscribable and post NF, of course.)

I had a pair of q12 7-16 Jade Daggers drop for me uninscribably yesterday, I didn't know you updated the thread though, so you'll have to take my word for it. I found it peculiar, so I remembered.
Removed the split between inherent and inscribable source loot for modern drops. (The contents of the OP before removing that split are in the spoiler button at the end of this post, in case anyone wants or needs them.)
For cases where we had the same record in both inherent and inscribable versions, the remaining record on the OP should be whichever one was posted first.
Some of Firefighter Fred's examples of minimum stated items from this post (earlier on this page) were not recorded on the OP because there's no indication from him nor way to tell for sure if the item dropped before or after NF's release. As I mentioned before, I do not think it's worth the effort to even try tracking what the worst/lowest stats were before NF.
Feedback, questions and suggestions are still welcome! Whoever owns the OP gets final say, yes, but I do consider this a community project. If the community agrees on a way the OP could be better, I will most certainly do my best to make it so!
New records from replies posted since the last update (Compiled by hand because Guru's compare post version feature was not working. There may be errors or omissions.)
Req. 10 Sword:(Still drops in gold-text?)(Drops in gold)
Do you wonder what the game's maximum and now minimum possible damage, energy, armor, etc. for the minimum requirement level are? We do, too! Let's keep notes!
This is a work in progress showing the max and min stats we've found so far for drops by requirement(or widely understood/known max values.) If you find a better version, post us a screenshot and tell us when and where it dropped!
Please be detailed when posting a new record here! We need ...
to know if the item dropped before or after the release of the Nightfall campaign. (The drop tables changed when NF was released. Stats from gear that dropped before NF are are listed "Pre NF.")
if a recent drop, to know if it came from an area which produces inscribable drops or inherent drops (Prophecies and Factions produce inherent drops; Nightfall and Eye of the North produce inscribable.)
a picture! Take a screenshot if at all possible and include it with your post. If you really have no way to take shots yourself, ask in your post - perhaps someone from this thread can meet you in game and take the picture from a trade window.
Even junky white, blue and purple drops may show us info on the actual minimums and maximums in the game's programming, so keep an eye on those and feel free to post shots. Please be careful to let us know if it dropped from a source that produces inscribable or inherent drops, though!
Pay attention to both the min and max damage listed, as there may be multiple records for any given req. (For example, 6-25 and 7-24 for the same req. axe.) Staffs are a special case, as they have three built-in stats: HSR, energy and damage. Even if your staff has only one stat that breaks a current record, please post it.
We will list the best and worst stat(s) we find for each req. level. If you get an item drop with the same stats as are already pictured here you're certainly allowed to post a pic, but the list will usually include a link to only the first posted pic of the best stats found so far. The Gallery in a single post may or may not ever be compiled.
We're also curious to find the minimum req. items can still drop with gold text. So let's see some screenshots of current gold-text loot drops for every req., every weapon and see if we can't find the current limits. (There are some r0 gold items still in the game, but there has been no news of the game still producing gold items in extremely low requirements. We'd like to figure out the lower limit(s) req. for new gold-text loot to drop.)
7-17 (link to wartower.de pic from 2008 provided by Dimmuborgir Satan. The actual existence of these is debated, and no newer proof of their existence is known here.)
Staffs
Staff statistics are listed in the format of HSR/ENE/DMG: built-in chance for half skill recharge, built-in energy, damage range. The various maxes for each of those three stats may not be linked.
White and blue staffs dropped as loot can have up to 10 energy and 11-22 damage in r9 or higher; however, they won't have over 17% built-in HSR. (Purple and gold loot staffs can have all three stats maxed in r9 or higher.) Thanks to Yawgmoth for this explanation.
Staffs which dropped before an update made them all include 20% (max) all spells HSR do not have the same base stats as modern staffs. Those are not included on this list, but "max" versions could be found with req. as low as 7. Pleikki has a screenshot of a "max" one. phoenixtech has a screenshot of a no-req one.
Pre NF: 20/10/11-22 (pic from system.fan)
The update in Oct. 2006 which changed max staffs to have white 20 HSR all spells in the base occurred a day or so before NF's release, which seems to be when the minimum req. allowed for max stat gear was changed. So for about a day, the game could and did produce max r8 "postnerf" staffs (with 20HSR all spells) like the one shown.
If you notice mistakes or have suggestions for improvements, please feel free to let us know!
Looking for PC advice?
This thread really is simply a research project to try to determine the game code's limits for drops. If you think your low-req item might be valuable, there is a Price Check section of Ventari's as well as a forum search tool and auction system you can sometimes use to find PC history for similar items. In general, there is little use for non-max martial or spellcasting weapons outside of presearing, so such things will probably not be worth much, if anything, in the player-to-player market. There is/has been demand for some types of min-req/max-stat inscribable shields and foci. Without an inscription slot, there is almost no demand unless the particular shield or focus includes two, max or near-max and desirable inherent bonus mods.
"This list hasn't been updated recently."
I don't always have as much time for GW and Guru as I'd like, so yes the OP here does get out of date. Sorry. However, PLEASE do feel free to keep reporting findings! As has happened in the past, someone else may take over maintaining this thread or I might get an update done myself. The data you submit is interesting and helpful to folks even if it doesn't appear in the original list in a timely fashion. (See this post if you're interested in taking over stewardship of this OP.)
Please note, this thread is far from "Luny's." This project was inspired by an April 2008 thread from Moloch Vein. This particular thread was started in June 2010 by Ariena Najea, and he agreed to let me take over the OP in Oct. 2010 because I had more time to compile the findings into a central list. The findings, of course, are thanks to all the folks who post here! I appreciate the well wishes, but please do not mistake that I should get anything near sole credit for this project.
Cheers & Happy Hunting, Luny

We "know" there's a hard cap of 17% HSR on white and blue staffs and a hard cap of 20% HSR on purple and gold staffs for max-statted staffs. I'm wondering if there's a difference between the HSR possible on white/blue vs. purple/gold staffs at the low end of the range and at lower reqs, too, so I'm trying to keep examples of best and worst from both categories.
Mins -
r7 Sword: 11-15
r7 Axe: 5-14
r5 Axe: 5-11
r10 Bow: 12-22
r9 Bow: 11-19

r10 Wand: 9-16
r7 Wand: 8-13
r2 Wand: 7-11
r4 Focus: 6en
r3 Focus: 7en (Yeah, clearly the one right above it means this can't be the min. for r3. But I figure maybe people are more likely to post to break an existing record than they are to enter an unclaimed record. So there - break my record!)
First of all, thank you for your initiative. Many of us are interested in these kind of things, so keep up the good work.
As a contribution, here are some min values for some weapons. Probably not the lowest possible, but we must start at some point :P
Oh, btw, I find taking screens of items on the groud unconfortable, so those are taken from inventory, but all of them have been taken today (guess it's pretty obvious I haven't been keeping unidentified grapes for years )
Here are the differences with the current results so you can decide if they're worth adding.
White piercing axe Q7 -> New min damage 5-13
Purple granite hammer Q5 -> New min dmg 9-14
Blue banded spear Q4 -> New min dmg 8-12 (cannot be the lowest considering the min damage in Q5 but meh)
Purple wooden buckler Q10 -> New min AR 14
Purple inscribed staff Q10 -> New min dmg 10-18 Gold inscribed staff Q11 -> New min energy 9e (Already in your prev. post)
Purple water staff Q10 -> New min HSR 15%
Purple holy branch Q5 -> New min energy 5e Gold earth wand Q10 -> New min dmg 10-19 Beaten on your prev. post
White holy rod Q3 -> New min dmg 7-10
Purple inscribed chackram Q9-> New min energy 10e
From second img:
Flatbow Q6 -> New min dmg 8-13

Shortsword Q7 -> New min dmg 10-13
Longbow Q8 -> New min dmg 10-16
Divine symbol Q6 -> New min energy 7e
Jeweled chackram Q7 -> New min energy 7e
And a couple more:
Copperleaf shiel Q7 -> New min AR 10
Dead bow Q5 -> New min dmg 8-12
Rusty Machete Q9 -> New min dmg 11-15
Butterfly sword Q5 -> New min dmg 7-9
I will try to add more soon
ED: Fixed some, added some more

Regarding Staffs:
We know (well, Yawg said it, so that's about as close to certainty when it comes to GW loot that I know of short of screenshots of everything that ever dropped) that white and blue staffs have a cap of 17% HSR for "max staffs" while the 20% HSR shows up only on purple and gold staffs.
I'm curious if that same difference-by-color HSR limit applies to the minimums and to lower req. gear, too. For example,
Is the max HSR for a req. 5 staff the same for white and blue as it is for purple and gold?
Is the min HSR for a req. 11 staff the same for white and blue as for purple and gold?
So I'm trying to watch for that and find the different limits or examples of the same limit, whichever is the case. I wasn't watching for that before, so if possible I'll try to go back through older replies and see if we have some records or proofs already.
If you're also curious about that please do feel free to keep an eye out and post shots, too! (As always, even if you're not positive you've got a new record, go ahead and post it. At worst, it doesn't get added to the OP. By not posting it, at worst, we all miss out on finding an actual new record/limit. That second "worst" is way worse imo. )

Thanks for the attaboy and even more thanks for the contributions! And I agree - we have to start somewhere, so keep 'em coming!
Unless we're talking about something really groundbreaking I'm not particularly worried that people who bother to read and contribute to this thread would make stuff up. For cases like, "I'm certain this blue wand was from the loot from my recent vanquish, but I didn't notice it until I was at the merchant going through my loot," I have no issue taking folks at their word! So the way you're doing it is fine - as long as you're certain it's recent (and you express such in your post) and it doesn't appear to break any pattern visible from other contributions, we're all good.
I would love to get proof that something really unexpected and rare still drops, love it! But for such really unexpected cases, I hope it's understandable that most of the folks here, myself included, will be doubtful unless it comes with an incredibly convincing screenshot at the very least. That picture of max r8 inscribable daggers Dimm found us on wartower ... I wasn't active when he posted that here, but I had the same reaction a lot of folks who posted then did, too; "I'll believe that when we see it in a trade window."
To this day, I still run into players who swear max r8 or even max r7 versions of every item can still drop. My reaction is always the same. " If that's true, whoot! I think that would entice so many folks to come back and play if they believed it, too! I don't have access to the game's source code or a view of every item that ever drops for every player, so I'm not going to confirm or deny such a claim. I'm just going to gather screenshots. Here's a link to the thread. PLEASE show us all screenshots when you get these things drop! Pretty please?" They've all responded to me either that they didn't get the drop themselves, they can't be bothered, they don't want to crash the low req weapon market prices, or not responded at all. I don't always doubt the guy's sincerity, but I always wind up doubting his accuracy. Sorry.
Some shots from yesterday's adventures:
r11 Staff, white: 17/10/10-20 already beaten by a lower-statted purple r10 15/9/10-19 Staff from Lhoj's post above. (didn't notice it until after I put the picture together, sorry.)
r6 Staff, blue: 15/8/9-15 - in case 15HSR is the highest white/blue for r6 Staff so far
r9 Wand: 9-15 - maybe new min for r9 wand

Reason: staves please luny!
Yep, I find it hard to believe q7-8 max weapons still drop, not saying they don't, but it's strange there are no screens yet.
Anyway, here are some more screens. Some of the golds were identified by a guildmate before I noticed they weren't reported yet.
Concerning that, I think we should automaticaly change all the items q7 or so and up to "Drops in gold", as I think all of we know a r12/13 scythe can drop in gold even if we haven't taken any screen yet. That's common knowledge.
Have no time to check if they've been reported since last update (maybe I reported something similar myself xD) so here's the list, hope they're useful.

I agree that it's common knowledge that r12, for example, clearly still drops in gold - yeah, no doubt.
The problem is we're not quite sure where the limit is (or if there even is a limit.) I think/hope that over time, it will be easy enough to get pictures for most of the "common knowledge" stuff that still drops. That's when the patterns of what reqs are pretty rare (and maybe impossible) to still find dropping in gold show up. That's what I'm hoping for in the end.
Fred's earlier proposal about tracking stat ranges by color in addition to req. level is intriguing, but I can't think of a way to shape that into a list or table on the OP without it becoming too complicated a list to reference when playing. I figure the OP needs to be easy to read as you go around fighting or merching/salving the loot from your recent adventure; otherwise people aren't likely to bother.
Keeping an example "proof" for each item and req in gold isn't hurting anyone other than the OP steward (currently me) with a few more lines to edit with each update, right? Is there something I'm missing? (And I'll admit it did cross my mind that it might inspire more people who lurk this thread to come post some pictures for us. Sneaky, manipulative of me? Maybe so ... but with the best intentions!)

Don't sweat it. I usually refer to the OP and not more recent replies when putting together my own reports. When updating OP, every submission gets checked anyway, so it's not a big deal to find some that aren't records.
Yep, I find it hard to believe q7-8 max weapons still drop, not saying they don't, but it's strange there are no screens yet.
They do, but mainly whites and blues. Gold q8 max weapons are pretty rare. I've had 1 inscribable blue q8 max dmg sword from DoA almost 2 years ago now. And I've seen a lot of q8 white max dmg swords drop, also like 3 or 4 other blues that were all not inscribable -.- pissed me off every time I id'ed them...
