I am buying, if it exists, any weapon that has 1/2 all skill charge and + to energy, willing to pay good...although im not paying an outragous price unless its worth it..must have both skills on the one weapon and one-hander. I can be anything sword, axe, wand, scepter, etc...

Well 1 handed weapons with a recharge/casting bonus don't exist.
Your title says offhands (chakrams, idols, ankhs, etc) and those do exist.
I have a healing ankh 10% fast cast +43hp ench. req 12 i think.

arya sorry but you have no clue lol.... if you are talking 1 handed weapons, then spears, axes and swords can have either recharge/casting bonus OR extra energy, but not both. the 2 inscriptions for recharge/casting are respectively "let the memory live again" and "dont think twice", the inscription for energy is called "i have the power". on offhands there is "live for today" which gives +15/-1 energy
and a focus core of aptitude which is HCT of spells on items attribute 10-20% or core of swiftness which is HCT of *all* spells 5-10%.
