Such shield does not exist. Only while in stance or hexed. Other than that, there is the green malinon's shield with +45 -2 while enchanted. But that will be kinda pricey.

If you are looking for a 16 req 9 +45 (ench) -2 (ench) this may be one of your only choices, although gold/purple may get the mods, but highly doubtful...
