I believe by "Parchment" you mean "Vellum"... I think it's Vellum that you need for Fissure Armor (sorry for breaking forums rules)

No you need vellum. I was getting my ascetics fissure armor made when i relized I needed vellum.

Yes confirmed they look the same but you really need vellum for ascetic's armor.
You can get vellum from mat crafters like thoe one east of dunes of despair: 5 glittering dust+5 wood and 5 gp for a piece if i remember correctly
