I noticed that if you donot do the quest while you are a low level then the guy in Ascalon does not give it to you anymore.
If you have a free slot you can just create a toon and then do some starter quests and wait till the NPC gives it to you. You have to do Vanguard Equipment first for Captain Arne to give you the quest. http://www.guildwiki.org/wiki/Captain_Arne Now I have one that I got for my ranger but trapping is really boring. Yes I got the one from the quest. But Now i'm looking for the old one, it was a Smiting staff, not inscribed staff.
