The staff would be of use to a Water Ele basically, regardless of the earth req. and for Water Eles you can get a clean, perfect 20/20 Water staff from a collector, or just get Flint's Fleshcleaver (20/20, +5, +30hp) for 3-5k now. So... I would just salvage and hope for either of the mods since they go for about 10-15k each, but the staff itself is worthless.
