Never seen anything like this before, so I wonder if I found something very rare or just something I haven't seen before, rest about the item isn't exactly special

those are pretty common, ive seen some items that would require three different character abilities to use them.
for example some staff which requires 9 domination magic, improves casting speed using fire magic skills, reduces skill recharge in healing prayers, etc. |
