PC on Cruel Hammer

Lengthens Deep Wound Hammer Mastery +1 (18%) +19% under 50 It is a Giant Slayer's Hammer. Worth anything? Can I make it worth anything? Edit: Provided the information that extra bacon asked for. in order to get a good PC, pls give us (in the order of importance):
