20% casting ...

not 20% reduce disease bleh

well, it depends on how you look at it.
20% reduce disease is perfect compared to 17% reduce disease.
so it is perfect. just not the type of perfect most are used to.

but i dont think many would want it so my advice is to merchant it or sell it to a newer player in ascalon or something for a few plat. low req and all.

There is no 17% reduce anything. They always come in 20%.

Most people would want casting speed as the mod, not recharge.

with one perfect mod and low req, u can still get sumthing for it. even alot more if it was 20% casting instead of recharge... i sold a fire staff like that for 10k, (but it was better mod, casting). u can pull 5k for this. (better than 260g)

i was just using it as an example, my arugement was that it could still be considered perfect, it just depends on how you think of it.
