As title Celestial Staff linked to Prot attribute and insc (dont think they come as insc tho) req is irrelevant.

They don't come inscribable and they don't exist with req Protection.
Only way to get one is req Divine Favor (or another req if you don't mind not meeting the req) with HCT Protection 20%.

req9 Divine, HCT Protection 20% -> 150e+ (but get more opinions)

On High End there is one with req10 Divine, HCT Protection 19%. C/O is 100k (I think)
But you won't get it cheap since the seller paid quite a lot for it.....

Celestial weapons come inscribable from the Z-chest. Req is relevant if you want a more accurate PC.

Celestial Scepters & staffs doesnt come.

and yeah r9 divine 20% HCT prot one would go 200e + imo maybe even more, its rarer & nicer then r9 prot bds example and bds is 900e
