The runes will always go fro an average between the Rune traders Buy and Sell price. Both of these runes are merchware im afraid though (you will get 100g each for them).
The Wandwrapping may go for 100-500g to players,... but that particular one is very common and not really wanted by most players, so the merch would give you 25g unless you spend ages trying to sell it. |

If it's actually a wand wrapping of defense, it could go for a fairly good price imo, since I don't think those are supposed to exist. The only wand wrappings should be memory and quickening.
If it's a staff wrapping of defense, agree with Rushin Roulette. |
