I think that's worth something, yes.
Just a few days ago, I had an r12 Tactics "Ornate Shield" with +42wE and -2wE inherent dual mods to sell. Trying to PC it myself, I picked 5k as the reserve (basically because neither I nor the friend for whom I was selling it wanted the thing, so we were prepared to just find it a home for even 5k if that's all that was offered) and 30k as the buyout, thinking that was about right for a reasonable guess at where any bid war on such a shield might stop. I listed it for sale on a Sell thread here. Within minutes, someone was offering the starting bid. In less than a day, there was another bidder interested. After they went back and forth a couple times, one of them simply took the buyout. He told me it was more than he was originally thinking the shield was worth, but he figured the other guy wasn't going to stop bidding either.
So yours there should be worth more because r9 Tactics is a lot shinier than r12 Tactics. Both our shields are imperfect +hp wE mods, but yours is less imperfect. I think that 2-off max hp mod will scare off some buyers, but not all of them! I'll take a shaky guess that a reasonable reserve/starting bid on yours would be something like ... um, 25-35kish maybe? If you want to start with a buyout price up front, try ... something like 12-15e maybe?
