Discussing it with support now, hoping it was just an error. Don't see why anyone would get banned for KSMod usage unless they randomly decided to go back on their previous stance on it.
Which, really, would suck pretty hard.

Kuntz. Over at Riverside Inn they're having a discussion on what's allowed or not in this thread and there's something about certain mods in their "current form" which is something you need to get into contact with one of the dev's over. If the latest round of bans is hitting this, you may not be as safe as you thought in distributing it.
If they won't say anything on clearing this, at least try talking them into getting high res to work from the game itself.

Again, I will reiterate, KSMod did not lead to anyone being banned, accidentally or otherwise. This has been confirmed many times, you have nothing to worry about.
Please note, that if in the future for any reason, if KSMod become a problem and ArenaNET wishes for it's discontinuation, you will find out in this thread first from me personally, and you will not be banned. They will simply update the game to break KSMod and I will not update it or release anything new, and that will be that.
If you visit my KSMod website, you will notice it states, and has always stated "ArenaNET will not ban you for using this program."
This is a fact, you can be sure of that. There are many people out there who've used TexMod and KSMod for years and they are not banned. If someone says they were banned and all they used were TexMod and KSMod, they are lying to you. Plain and simple.

Awesome mod man thanks a ton, I didn't enjoy seeing crappy textures on everyone else in town. Also thanks for reconfirming to everyone that this program won't get you banned.
