OK I finally found it. Here is what I did:
- I downloaded the German version from here.
- I then downloaded the English executable here and replaced the German one.
- I opened the program (the menus were still in German), and ran an online update (last tab). It downloaded a new exe and the lang files and replaced the old ones, and it worked: everything's in English now.
However, I have 0 guarantee that the exe on generalfiles can be trusted. It could very well contain a key logger. I don't think there's any real risk since the updating process replaces the old exe downloaded from this site, but you can never be 100% positive, so make sure you have a firewall up and running after installing paw-ned² this way.

Hey everyone, I somehow did not receive notifications for this thread anymore. I totally forgot that the English version is actually only available there.
Thing is: The previous download site has been DDoSed and their hosting contract has been ended by their ISP because of that. They are not that much interested in neither GW nor GW2, so getting the new server up takes more time than expected.
I therefore made a new release. It contains all updates to date.

If anyone else gets confused at first, I think installing this new version of the program moves the location of your build files. I had to move them back to the destination that the program loads them from.

It does not delete builds, but it deletes paw·ned²’s settings (so people who have screwed their paw·ned² by e.g. having it on a second screen no longer avaialble can reset them). Those settings also say where builds go.
So the builds are still somewhere on your computer but paw·ned² doesn’t have the right path. Search for some folder containing the folders Skills, Equipment and Teambuilds and enter that in the box described by Worldbeater. You might need to restart paw·ned².
In case of a new installer, I will change it to no longer delete settings unless explicitly wanted by the user.

is this still the right link?
i'm afraid to download virusses and/or keyloggers and such, tbh
and with so many "hackers" who like to destroy other people's fun like that, its dangerous
does it kinda work like gwfreaks did? putting skills in a skillbar (with attribute points), and get template codes?

Yes, it is still the right link. You may want to check it with virustotal. It's slightly different from other software, but essentially, it's just a way to make builds. Just try it.

However, it will ask you if you want file associations if the drive's drive letter changed.

Thank you for the swift reply! Do I just get the "pawned2_setup_english.exe" file and create a directory for it? Install it to the drive and create "Templates" in that folder?

That setup thing is the installer. You can either install that to you drive, extract it with software like 7-zip or copy your directory from your computer. On the USB device, delete the contents of the settings folder (but not the folder itself) and create a Template folder in the app's directory.
