It is possible to eventually find any target, true, but it's the time factor that I find painful. The GW targeting system is way more cumbersome than that of any other MMORPG I've played, and it's the only game focused on PvP, where quick and precise targeting is perhaps more critical than ever.

More than one person can call a target at the same time. To switch between targets, click on the little tab next to an ally's name in the party members window.
I guess I've never had a problem tabbing through targets when I need to pick an enemy who isn't the closest. You selection is highlighted (thus easy to see) and if you need to switch between targeting him and your allies (as I do), you can simply call the target yourself for an easy switch.
