A place for Jerks to go...
Well just like any other game you have good people/players and you have bad.
However. Since this game is based on interaction with other players. Players should have accountability for their actions. I'm posting this idea from work so I can't give an example of the actions of some less than desirable players.
Maybe if we have some players placed in a position of trust (I know they are out there somewhere) to act as Police then we can reinforce the ideal that if you do things that make the game an unpleasant venture your going to go to jail.
This brings me to my idea. Jail
Jail can be an area with districts like any other location.
The only difference is you cannot personally go to the jail, you have to be sent there. You serve your time and are released. Yes you can log out when you go to jail but when you come back you are still there and have to serve your time. Sentences can be anything from 5mins for first offences to an hour for some bad cases. The timer ticks down and not until it runs out can you map-travel out of the donjon. The area can be equiped with various cells and other visual fun including racks, manacles and for fun ... the longer you are stuck there ... the more severe your method of incarceration. 5mins = locked in a cell. 30mins = manacled to a wall. 60mins = locked in a hanging Iron Maiden or layed out on a Rack.
Face it. It's bad enough to have to wait for a game to load but to sit on the side for 5minutes gives some players an idea that maybe they should smarten up. When I play a game like battlefield1942 for example, it's a pain in the butt just to wait a 35sec respawn which happens sometimes.
Theres no way to code against bad attitudes and people who think they are more important than other players or the community. There ARE options for putting these people in place though.
As for the appointment of jailors. These people should be carefully selected from a stock of trusted individuals or voted from within the community BY the community. Appointments should be made monthly to be fair to new and old players.

Players are already held accountable for their actions; If they're caught abusing/scamming/cheating/hacking other players, their account is suspended. The jail idea, I'm affraid to say, isn't well thought-out and would doubtfully be considered by Arenanet.
