First of all, i believe (correct me if im wrong), if someone doesnt sell the rune trader a specific rune, you cannot buy it from that rune trader. Therefore, someone has to sell it to that rune trader before the rune trader can sell it to you. So the rune trader becomes more of a middle man. Also, Superior vigors would be just a rare as they ever were.. if someone had 100k, they coudl buy one before.. now if osmeone has 100k, they can still buy one.. just makes it a lil easier. Also takes some money out of GW constantly inflating economy. Not to mention the fact that Anet has said from day one that they want to make it so that everyone can get the items required to make PVP fair through normal play and use of the game. I.E. they want everyone t be able to get a superior vigor if they want it. If that makes you mad, im sorry.. but ANet has spoken. ^_^

Taking money out of the economy will actually deflate the economy. It's a very good thing for newer players and the economy in general, keeping prices from spiraling upwards.
When there is collectively less money, prices fall. That's what happens with all of the NPC vendors who take a cut.
It's possibly Mat Thirteen was just describing the GW's economy as an inflating one, but I found the wording quite confusing if that was the case.
