I too hate to recreate my pvp charaters. Here is a solution that I have cooked up.
PVP charaters should have an editting menu availible while they are in town.
+ There would be no runes wasted.
+ Armor could be changed so stats fit strategy.
+ The ability Re-aplying basic dyes.
+ Change out weapons and other items, with a max of 2 of each type.
I do not think this would reduce the number of PvE characters in PvP. I myself feel a certain sense of pride in creating a pve character and building him/her up and putting the time into getting the higher priced armor. This is an 'improvement' that would help out pvp and save players from wasting of time and the added fustration that comes with reforming their character. By the way, this change would also save the time and resources obtained in PvE.
PS: I've seen some good work when I comes to creating pictures of possible menus and it would be great if someone took the time to make one for this thread.

I've beat the game with 3 RP chars and I'm just done with it until new content is added.

YES they should. It's absurd right now. You can change anything you want but it just takes more time. If I want to play a death necro for one group and a blood necro for another I should be able to without deleting my char and re-making it.

Also agreed. If I'm in a group and they need me on prot, I shouldn't even have to leave the group to be able to re-spec my runes and equipment.

This whole Idea is dumb...
While we are at it, why don't we cry to Anet to allow us to change the Class, Gender, Armor, etc., etc. on the fly. That way we can just create one omnipotent PVP character that can just morph into whatever we feel like playing at any given time...

Well, I think that once you hit level 20 you should have infinite refund points or atleast an increased amount. It does take alot longer to refresh that thing. Especially since once you hit lvl 20, I would say for most that is when you really start trying different build.
Alot more skills and elite skills more importantly are now available. Plus you can finally change you secondary once you hit the desert. I am still trying to figure out my Ranger and I wish I had alot more refunds points to be able to do so faster.
However ANET already gave you a level 20 character to begin with so you don't have to waste time leveling, which I thought was awesome of them.
You shouldn't however have to keep trying different builds or keep switching. Since the new PvP rewards I can't say i would want to delete my character and start over either, just to change a few attributes. Ultimately PvP builds are very fluid, because of all the flavors of the week and what not with all the anti builds made for the most powerful builds. Forcing the builds not to last long usually.
So yes, i'll /sign too. Hopefully they will add more refund points for those over level 20 as well in PvE.

You can already to the exact thing we are suggesting, the only difference is it takes about 10x more time right now.
The whole refund point system is fine, until you stop RPing. I mean the game is called guildwars once we beat the game and have everything we want done there is no more RPing to do until they add more. For an RP char you're forced to go RP just to change your char a bit. At least allow us to gain refunds through PvP. Like have each kill give everyone on the team 1 refund point.
As for PvP chars we can already change anything we want, it just takes longer and is stupid.

Is the other active topic at the moment. It was propsed to bring back the refund points mainly for the PvE characters becasue they don't have the option of remaking their chars for refund points. (Well the do but it's hardly a viable option!)

Make it so when you win one battle in PvP, you re rewarded with 1 or 2 refund points.

BOOO ^ BOOOO ^
Simple...
Get rid of refund points all together. They are not needed. Make attributes as changable as skills, when your in a town, you can change them as much as you like. Once you leave town, you cant.
