With stacking, you can get +9 to any attribute, or +225 life, I consider either of those cheap.

I would love to see runes stacking in your inventory but would not like to see stacking on the same piece of armor. I personally think this would be very unbalancing. Think of rushed pre-level 10 with lvl 60 armor loaded with 12 runes in the PvP Ascalon Arena all for the points to unlock stuff.

.....why do so many people want the least amount of stuff they can possibly have? You rather have +3 rather than +9? why what for? its not like runes are expensive. THIS COULD make them expensive. Barely anyone uses superiors or majors because of the health lost.....
Increase that and let us stack and we have a balance.
Less health but more stats.
Only one peace of armor each.
That is fair.

It isn't balance, because the health decrease doesn't outweigh the stat increase. Imagine a monk running around with 5 superior healing runes. Thats a possible 28 healing prayers if he has the head piece too. Even if he has like 200 health, he could heal himself full with practically any spell.
Or imagine a nuker with 28 fire magic....

Can you imagine an air elementalist with +15 to air? they could do around 200 damage with a single ability. Sure they would have -375 life, but with a good monk with vital blessing, endure pain, demonic flesh, etc. that could be overcome.

Same reason why there's a cap on sword damage, a cap on attribute points and all those pesky things that keep you weak. Balance.

If using all 3 runes that are AVAILABLE TO BUY is unfair then you got a problem.....
Explain to me how that is unfair.
better yet why not just give everyone exact same items/armor/stats and save us the time of even playing?

That's my personal opinion on it. Guild wars is setup so there is minimal in regards to equipment / weapon and combat with team play, it's more about how you set up your skills, how it meshes with the team and team tactics, not your equipment overall.
Your idea is well thought out, I just disagree with it that's all.
If you can stack say 2 pieces of the armor with 6 runes to pump up Fire for example to about +10 (aka 30) then counter it with 6 runes on the other 2 pieces of nothing but health. It raises the ceiling for the ultra specialized builds that really on a single attribute.

It adds more stats and lets people do more damage or get higher lvl spirits/minions that they normally couldn't get.
And why have 3 runes if you can only use one?
You should be able to use all 3 once...
Not sure why you are so hell bent on using one and staying balanced..
If its 1 or 3 its still balanced.

I think you're missing the "unfairness" of this concept. Sure, it would be fair in the fact that everyone would have access to it. But when that much of a boost can be placed into one attribute, there are suddenly spells and skills that can almost completely devastate a character with one use, thus making the strategy element of the game worthless.

It may be 'fair', but that still doesn't mean it's balanced. ArenaNet designed the skills to have certain effect ranges. Doubling the effect runes can have on attributes is therefore a significant change to those ranges, and will benefit some classes more than others (for instance even higher expertise on ranger, or even higher air magic on an elementalist is quite more useful than pumping curses on a necromancer or illusion magic on a mesmer). I'm quite certain ArenaNet implemented the rune restriction with that precise balance evaluation in mind.
Now you come along and say 'remove the restriction!', and your only argument is a lust for more power.

I find it unfair. I want lvl 20 bone horros but yet can only get to 18 due to limitations on the runes.......
