A real good suggestion that will fix the game forever.
Make an option to filter-out unlocked skills at the Priest of Balthazar. Thank you.

O.o;; they just appear as "unlocked". What's the problem with scrolling down the list?

I agree with Ashtray. Much like locked skills are auto-moved to a list of locked skills at the bottom when creating a pvp character. If it were not that way, then sure you could scroll past 'em, but it would be annoying.
