I will give into the idea that interruption has been made easier on one as-of-yet unheard point:
Accuracy.
For some stupid reason, my computer wasn't accurately showing the skill icons fade in. I'd get hit with Deathly Swarm and THEN I'd see the DS icon suddenly appear under the targeted necro. I have no clue why this is, but that made it rather difficult to interrupt casters in the middle of a brawl. UNFAIRLY difficult, I might add.
Now, the skill bar is actually accurate. Finally. When you're interrupting a skill with a fast cast time, accuracy on the game's part is important. Since the update, I've interrupted 8 Conjure Phantasms in three hours. I didn't even bother trying before the update.
Issues with other people "abusing" the update? Hm... well, maybe using those 3-second casting time spells aren't the way to go. Or if you MUST use them, how about using other skills that prevent you from getting interrupted... like Glyph of Concentration, Mantra of Resolve, or even Glyph of Sacrifice.

I think you understand the point... it's nature for the biggest complaints of a skill/tactic/etc to be the people most victimized by such skill/tactic/etc. Last night in TA I was on a monk so hard he quit... and there's likely a few elementalists cursing my chars name as well.
As basically purely a ranger player, I like the new skill display. It shows me not only what's being cast, but how fast it takes to cast as well as, for the first time, I can actually see the effects of Concussion Shots "Dazed".
Ah, Concussion shot... what a beautiful skill. Get Dazed on an ele/monk/whatever and you own them. Expensive, true, but the gods blessed the ranger with expertise.
