still capped at 133% so what difference will that make? you are still swinging slower than an IAS stance.

i think if sword was faster, then the skills would have to be nerf'd slightly. same with axe, but i actually think axe skills would be easier to rebalance for the speed increase.

Sword is fine in PvP, if you don't like it or think it can't deliver use an axe.

What sword really needs is simply more specialized Sword skills and perhaps some sort of new elite and perhaps give a boost to Hundred of Blades (Im unsure how good it is but I rarely see it in use if ever) Maybe also switch the Riposte and the Deadly Riposte to sword instead since they rely on having a sword rather then a tactical situation. Change Hamstring for perhaps Adrenaline costing 5A or lower the E cost to five but make it longer to recharge 20 or 25 seconds for example. What Sword needs is more skills and perhaps a few boosts here and there otherwise I think Sword is cool. After all Ive seen sword warriors one on one Hammer and Axe Warriors smartly (Ripostes I think and defensive stances)

Well I don't see why they would be overpowered. One extra attack every 8 seconds, with the potential to hit more. Well, Meteor Shower has the potential to knock 8 players flat on their backs while dealing a fair amount of damage as well. Or just tweak the way Hundred Blades works so that it wouldn't work with IW.

I think you just answered your own question.. it's percentage wise, proportionate to your regular attack speed. A hammer warrior with frenzy isn't as fast as an axe warrior with frenzy.
As for boosting the attack speed, I'd say no. Not needed, really. Now making final thrust an elite, as I've already stated, and hundred blades a regular skill, that seems like a smart move to me. As for moving ripostes to swordsmanship.. seems kinda retarded. It's a defensive, strategic move. It's fine where it is.

Sword attack speed is just fine. Get a new idea.
