A few good ideas there, but as always, I beg to differ.
Your "questable armor" proposal is sensible, but it's actually implemented already in the form of collector's armor. The truly dedicated players among us should be rewarded for all their time invested. So-called 15k and even harder to obtain Fissure armor fill in this role splendidly.
As for the other points you bring to the table, firstly, I wouldn't mind having a few gimmicky items suited for trading. Then again, we already have those, too. Rubies, Monstrous Eyes and Claws, just to name a few. The word is out that the aforementioned will gain actual value in future expansions, but as of now, they can be used as genuine luxury products.
Secondly, I've always been a staunch opponent of any kind of gameplay elaboration, be it non-combat professions, crafting or auction houses. These are all brilliant ideas and would form great additions, but are all potential server loaders. This game runs on the developer's hardware and requires no monthly fee. Unless Anet is financing its venture with Nazi gold, there should be only limited replayability until the next retail chapter - save for the hard-core player base.

GWs makes money off advertisements too.
i think ideally they want us to play only a few times/week. so we dont overload the servers but they can say "we have 5million members" blah blah.
they'r not chargin a monthly fee but they stil make a lot of $$

i hated the 'repair armor' in the wow final beta (for the two days i played lol), but i agree, it would help soak up floating cash.
i don't like the idea of FORCED food eating, but i think having food as a novelty item (no unfair advantages in pvp) would be nice to have.
lagg - i don't find rubies, monstrous eyes, or claws as any sort of luxury but rather inventory wasters. at the moment, they don't serve any purpose and they don't seem all that special, but it has been hinted they'll have a purpose in the future.

Wow, you put some very nice thought into this and I have to agree with you.
On questable armors, it'd be quite possible to make them obtainable by your characters by doing various tasks completely. For instance:
1 piece of armor for every mission complete
1 piece of armor for every bonus complete
1 piece of armor for every quest complete
1 piece of armor for getting to 1 million XP
and I think that's it because the head part doesn't come in 15k and there are only 4 parts... correct me if I'm wrong.
As for weapons and stats, I do think it's pretty ridiculous on how it works out. I _could_ make a PVP mesmer that was almost identical to my PVE mesmer, but it wouldn't be the same. I say we are given accessability to an island that sells perfect mods on it in the Battle Isles so that we have an equal chance against the PVPers.
But that leads to green items. They're ridiculously over priced on some of them, but they're no better than a pvp item. I don't think it should be this way. There should be green item merchants aswell, ascessable only after beating the game. This would make the game more even and skill based. You wouldn't go into a fight of PVP without your armor on would you? Same with less than decent weapons. At least give us the ability to buy green item collector items that are just as good but cheaper because they don't have the 15k type quality or something.

I agree with everything in the first post (fantastic post by the way). I think that is a fantastic idea and Anet should defiantly think about adding this into the game. It would certainly add a lot more playing time to the game and maybe even create a better atmosphere between players as they would actually have to cooperate on a higher level to pass the quest.
You could even apply the same idea with weapons. Much like the armour quests accept you would have another group of quests to gain the necessary materials to be able to make a slightly more powerful weapon
