Yes, i think this may be overpowered, but...still
Gaze of the Gods {E}
25e, 6 cast, 200 recharge
Sacrifice Self. Deal (wait for it) 300...2300 holy damage to target foe, and 20...100 damage to foes adjacent to target. The damage caused to self cannot be countered in any way. (Attrib:Smiting Prayers, 75% failure chance with smiting prayers 10 or less).
Yes, it does have ultimate spike potential. But, the self sacrifice might be enough...maybe even change the attribute to divine favour or something. Or...it might even have a lvl req of 20 on top of it's current req (can you imagine this in ascalon?!?!?!?!?!)

wha?! I'm serious here...i was thinking maybe cutting the damage by a lot depending...but, it's not as drastic as you said...I was actually more looking for suggestions make the penalties weigh the damage.

There simply isn't. Even if the spell did less than 480 damage so that it wouldn't one-hit them, people would just toss up a Deep Wound (multiple targets so that they'd have to make a guess on who to throw Prot Spirit onto), Glyph of Sacrafice it, and let it rip.
Recharge timers aren't absolute either. There're obscure dual-elite combos a person can resort to in order to break through that barrier as well. Mo/Me, for example, could use Uber Spell with mega recharge {E} and Arcane Mimicry to copy Glyph of Renewal. And then there're morale boosts, which recharge even your whole bar.
Guild Wars is just not made for those kinds of skills. Well, with exceptions mainly in PvE, wherein monsters can have utterly broken skills and still lose to you, and PvP aspects, such as the Catapult, but they're balanced by their own unique factors as well, such as stupidity, and being sedentary.

erm ok? you're serious!?!?!
you obviously havent thought this through. you cannot ahve a single skill/spell that totally changes the balance of the game! being able to kill anything you like with a single hit is ridiculous.
go back to the drawing board i think

GvG battles would instantly degenerate into "How to get the fast casting Me/Mo into range of their Guild lord with this. Or, wiat! Let them "think" we're using the mesmer, while we quietly sprint/rush in a Wa/Mo from the other side.
Guild Wars is all about team work, mulitple skills from everyone working together to create the type of damage you describe. Me thinks someone's spent a little too much time with his henchmen...

This skill automatically destroys basically everything within a 1000 mile radius.

Also, you can be resurected, killing any monster in PvE with 1 spell is totally unfair. A team could use a monk with this spell and a resmer to kill everything that gets in thier way in one blow.
PvP, same tactic- 4 resmers 4 monks and and instant deaths all round!
It could actually be countered easily too in PvP making it even more pointless.
