I really like this idea. I think the selectable/toggled aspect would be absolutely awesome in terms of customization and the "names" that you can get would make good PVE rewards. I am all for it. Sounds like it has been in other games, and I would like to see it here too.

It would help add on to the replay-iblity and exploration aspect of the game, as well as give reconition to accomplish player, or simply give them something to grind on.
You could add it to some mission or quest, like how fast they could finish, if they kill all the eneimes, if it is done solo, if they did it with out killing any enemy, if done with out anyone dying once, etc. (Of couse all that would be depended to each differnt missions, and not apply to all) This would surely make people willing to play the mission again, getting more re-use value out of them (and not simply making them hard and have to play several time to finish) Other name can apply.
Also title would extend to PvP and GvG play as well. And imagin if it is possible to have sound bits associate with it (have NPC or other player call you by your title), which you might get your player to say (with vocie pack) "I am casting Healing on Dragon Slayer!" or local female NPC calling you "Hey you Handsom Pig Chaser". Would sound niffty

It boggles my mind the number of people who don't support -some version- of this because, gods forbid, a person might get excluded! Because let's face it, that never happens now! Not based on what armor you're wearing or weapons you use, what your profession combination is, what skills you have.. PUGs are easy and, above all super friendly places to be because everyone is equal, and everyone gets along.
Man, it's like we don't even need friends lists or guilds! Personal responsibility for who you play with is a prison! Fight the power!

I'd rather not see visual titles simply because in any kind of moderately-populated area, my screen is too cluttered with stuff as it is.
Vagrant Story (best PSX game evarrrrrr) had a cool title/score setup that worked basically exactly like the OP's or City of Heroes thing does, but it was just a simple list off a menu. There were title-goals based on how long it took you to complete the game, how many enemies of what type you killed, what -weapon- you used to kill them, various time trials and bosses killed.. Lot of fun hours to spend trying to get that next title just because it's there. That's exactly what the OP is talking about, and while I doubt it would save the game (does the game -need- saving? did I miss something?) it'd be a welcome PVE addition.
You could even splice this into Guild Halls somehow: have a big board where you can read the title list of anyone in the guild. And extra PVP titles: number of Necromancers killed, number of /Mesmers (that's secondary, not primary) killed in Competitive Arenas, number of times you've been defeated in your Guild Hall.. all kinds of stuff. And, hell, they can have a huge contest for the actual titles used, like with the Furnace bosses.
I know, for sure, that if Anet dangled some title that involved killing 1000 Charr Flame Keepers, and I was at 153, I'd spend the next week of my time in their game, and telling other people how awesome the game was, as I slaughtered my way up the other 847.

How about an info screen about the player, where you can see all his titles and some other info? this way kids would stop calling everybody a noob just because of ignorance, they could open their info window and check all their achievements.

I sort agree with this idea, but it has some flaws
However, people would then be 'farming' titles, and then people would judge you by your title AND rank.
Make it so that you can (but aren't made to) show what your attributes are or what your skills are so that you really know what that person is using and that they following the build of the team in say GvGs or Tombs. Then rank might not matter so much if people can see that you know what you are doing but just dont do HoH constantly.

Yes, "Baring" people becasue of their titles (or not having certain titles) would be the biggest concern.
An alternative way of doing Titles and Medals might be:
Seperate such "title" reward into two type, Titles and Medal
-Titles are the more prestige, thus a bit harder to earn. You can choose to "wear" your titles (will be on top of you name in differnt color or brackets). Also with a option to turn off view all titles to avoid too much name clutter.
-Medals are somewhat easier to earn (maybe like from samplier quest, seeing a sight, killing X amount of mob.. etc) and have 3 type.. Bronze, Silver, and Gold. Other can not view your medals. However, if the option of adding a Player Info box were added, than it could be included in such box for other to view, which shows off your accomplishment.
- As an alternative way to show title or medals, in which you could "Shout" it. By doing a sort of emot, you shout out one of the select title tha you have. (maybe a /Announce "Title/Medal" emote). So you would get something like " I am a Slayer of 100 Griffon!" when do so. This will show up in the emote dialog box and word bubble above your head (but not in the main chat box). and possible some sort of Aura or Glowie effect with it as well.

In a personal level, I dont like the idea.
The reason is the same with most others, but since players that like to judge others are already doing it anyway(by armor, rank, so on so on). One more might not hurt=P
However, if they going to add this title system...a lot of players might want to change their charactor name=P

It's like the title system in Super Smash Bros. too! Those tend to be a bit more hilarious though. It would seem to fit quite nicely, as both games are, after all, about killing stuff/each other. I wouldn't mind it a bit, and it doesn't seem like it would take too much effort to pull off.

it would add great flavor to the game without that much effort...
one tweak on the idea might be to have to types, a prefix title with an adjective and a suffix title (epithet) with an adjective.
examples of prefix titles:
Knight, Mage, Lord, etc.
examples of prefix adjectives:
Red (for pyro mages / excessive kills), (other colors), Dark (necro), Bright (monk), etc.
examples of suffix titles:
-mancer (for elementalist), -slayer (warrior / ranger?), -weaver (mesmer?)
example of suffix adjectives:
Charr (or any other creature), Pyro-, Mirage (illusion)
So some examples might be:
Dark Lord Saberlin Foul the Wurmslayer (for a N/W who got most necro skills and manager to kill alot of wurms)
Red Mage Artemis Kal the Mirageweaver (for a E/Me who's got fire skills as well as illusion skills)
In otherwords, if we break the titles apart, you might allow for LOTS more permutations and kewl combinations...

I would like it if we could unlock new dyes for every million experience we get. It can't be found from drops, only bought from the dye trader or another NPC that just sells special dyes. I would like it because it would make it so everyone could look a little different, and it could show your experience. Some examples of the dye might be:
1 million xp- white dye (works for every armor type)-10k
2 million xp- shiny dye (all colors)15k
3 million xp- reflective dye (all colors)20k
4 million xp- color changing dye (different colors for light and dark areas)30k
5 million xp- glowing dye (all colors)40k
