PvE characters should share non-elite skills...
... much like PvP characters do. Once a character reaches lvl 20, all non-elite skills available on your other characters should be available on that one as well. This will allow for great flexibility and reduce the huge cost of purchasing skills (which just recently became even bigger with Factions and the no-quest-rewards policy). Reduce the grind- that's what GW was advertised for.

Each character is a separate entity within the game.
It's enough each character can unlock the skills for one another to buy from the Skill Trainers.

A reasonable argument, Hella. I agree that it's an extreme pain to buy skills over and over again when you have several characters, but I highly doubt A-Net would allow it.
I do wish there was some system put in place where I don't have to worry about dumping several 100 Platinum on skills. Although I doubt your idea would be put in place,

my thoughts exactly, thank you!! I hate whiners saying "*sniff* i aint gots no monee for skilz!"
i have NEVER had more than 20k on my account and am currently floating around 6k between 5 characters and I have never had a problem with buying skills, armor, or items.
