Default Rarity Upgrading NPC

I'd like a NPC added to the game that would upgrade the rarity of items for a price. Either a NPC like this should be added to help people find items required to customize their characters, or all collector/crafter items should be gold to start with.

Pricing could be something like:
Blue-Purple: 5k
Purple-Gold: 10k


Lots of people may ask why on earth something like this matters? It's all because I'm tired of wasting my time -trying- to find perfect gold shields with high reqs and horrid skins. I'd rather just pop 15k or so into a NPC to have a gold collector shield for my extra 5 armor.

It's not like this remotely changes the PvE economy because people will still pay top dollar for that perfect shield with a rare skin. Vanity will always win out over function, so it doesn't hurt anything giving the people who soley want functionality an easier way to find what they need. I'd even settle for having green shields act like golds, but this NPC would seriously make my day.
