This would be easy to setup. Think of the Factions Transfer and Alliance Battle NPC's, if you dont have GW:F they dont work, yet they are still present.

At least put one in HA.

I personally feel there isn't anything inherently wrong with a bit of thread necromancy, but not when there are other threads already covering the topic, and especially when the entire thread degrades into little more than /signed posts.

If you have anything relevant to the topic, please discuss in this massive thread.
