Keep it the way it is. The first two choices don't seem "right" enough to execute properly and have people be happy.

If cine's and cutscenes were viewable without entering the mission I'd be all for majority rule, but as it is someone might have to attempt a mission 5 times before he or she gets the chance to actually see the cutscene if majority ruling is implanted.

I can't agree with majority rule, if you haven't seen a cut scene then you should feel free to watch it. If you've seen it before and you want to watch it again, you should seek professional help (except for a certain one in the Northern Shiverpeaks, that one is always worth watching 'til the end. The oh so joyous end. No spoilers please.) Thankfully they have fixed most of the serious problems by no longer having game time pass during a cut scene. Now all we need is a way to chat, preferably one that can be ignored by those who want to watch the scene, during a cut scene so that we can make fun of what is going on, plan strategy, or even cheer at certain endings.

If someone hasn't seen it and wishes to, let them, since it is one method of the story being told. If the option is removed then provide a way in the destination town to replay the scene once the mission has been completed.

Ive seen this elsewhere..
Make it so that people who press 'skip' are teleported to the town and dont have to watch it, and continue with whatever they were doing; people who dont press 'skip' can continue to watch it.

If I haven't seen the cutscene before or want to see it again... and there isn't an MM in the group... I'm watching the cutscene regardless if I'm the only one wanting to.

Fixed, no reason to skip to keep minions alive.
And to the OP; Players who never played before should be more important then impatient players, let the ones who never saw it before watch it so they actually know what's going on (some cutscenes have valuable information about what to do next).

remove the cut scene in the middle of the mission, and for the one at the end, the team should be disbanded so you can skip it if you want, and the people who want to see it can

this thread should be renamed to "Cut-Scenes... Another Thread"
the only ... sane solution is number three, so there's my vote.

so basiclly if someone is in the area for the 1st time you want them to know understand what is happening and if they choose not to do what you want you want to act like a jackass to them? grow up.

If I haven't watched a cutscene before I will watch it completly once, no matter who complains beforehand (unless I'm being run through the mission, but I never get run my first time through). If a majority rules vote is implemented and I am forced to skip a cutscene I haven't yet watched then I'm mapping back to town to try again after telling the group thats why I'm leaving. For first time through most missions, I'll likely be on my monk.

Erm... was that a reply to me? If so, I would very much like to hear about when I've "acted like a jackass" to a new player.

Actually, this is "the only sane option". But, of course, it is completely overlooked by the majority of people posting in this thread because they all fear change and wave the "Anet is my God and can do no wrong, nothing they do needs changing" flag.
Sorry, forcing the majority to do something you want is also selfish. Anyone calling people who want to skip the cutscene selfish are hypocrites. You obviously haven't tried getting Master's on the Temple or Naphui if you don't want some sort of way to skip cutscenes implemented. I've had to watch those cutscenes so many times, that I never want to ever go back and do those missions again, because in every group I've been in for them, someone has wanted to watch them. Yes, I was in "Master's groups" for the majority of them, but somehow there is also someone who hasn't done the mission, or just hates everyone and loves torturing people.
Oh, and I've skipped the cutsecenes I haven't watched so as to not hold up my group who wanted to skip it. I just beat the mission again on my own time to watch it.
