I think that giving people the option to do this would be fun for all. If your idea of fun is grinding for skills you've already bought once (or twice/thrice/blah), or your idea is getting every city on the map, AGAIN, or maybe your idea of fun is making a quick lvl 20 build to test out how it would do in The Deep or UW, then people should have the option to choose. Choices make everyone happy.
oh yeah, except most people who play GW...

I'm not sure I understand the argument here.
If you truly have done everything in the game and have unlocked all the skills through PVP then there is nothing that you cannot create in 24 hours game play.
If you have a Canthan character it doesn't take more than 6-7 hours to get you character to level 20 and to Kaineng Center. From Kaineng you can buy every skill in the game except for a few you have to get in Tyria. But since you are in Kaineng you can hop on a ship, go straight over to Lion’s Arch, and get the other skills.
Anything you need in Tyria, you can get someone to run you to get.
If you have a Tyrian character, you can easily skip Presearing, and either run or get someone else to run you to Lion's Arch and then over to Cantha, pick up a full group of Henchies, and go out and level your character to 20 in around 5 hours or less.
The only thing you don't have immediate access to within a couple hours are Elite skills. But with those you can usually get someone to run you to just about anywhere in Tyria to pick up the elite. There are a few elite's that you can only get to in Cantha, but most aren't very important, and the one's that are, aren't very hard to get to.
I don't know of any other MMO that's worth it's money where it is so easy to max level a character, purchase the highest stats armor, and max out your skills in. If you have done so much in the game with other characters you should easily be able to use their funds to deck out your new character with anything they want.
So I really don't understand what the problem is. It doesn't even take skill to do these things. All it takes is a fair knowledge of the game, how it works, and about 75-100K from another player, which if what you say is true, should be the case for you.
If for some reason you can't do this, or this is too difficult for you, or seems to be a waste of time, then the only thing limiting you is yourself.
And I would suggest you purchase Dungeon's and Dragon's Online or City of Heroes and play those until Nightfall comes out.
I've also heard kayaking is fun. No I'm being serious. If this game is boring you to tears go the hell outside and get some fresh air. You don't need to play this game 24/7, regardless of what others may think.
I know people on here seem to be quick to excuse everything Anet does by claiming that you don't have to pay a monthly fee, but in this case it really does apply. You aren't paying for something that is supposed to be amusing you on a consistent basis day in and day out. You pay one time for a prepackaged game that has predefined areas and content, and that is it. Nothing else is really added until you buy another chapter. Thus you have received exactly what you paid for. If you don't like the end result then don't buy any more chapters, and go play an online game with a monthly fee. You then have some grounds to complain about them not providing you with a constant source of entertainment, but even then I think you are going to be in for a huge disappointment, as you will probably feel even more restricted than you feel now.

If this was to happen i can see one thing happening, alot more people who don't know how to use there class properly running around.
Thats why i prefer GWP to GWF is the fact the you hit lvl 20 to quick and havn't had time to understand your character properly.

I don't want to spend 6-7 hours making a character to test out and play around with for probably only 10 minutes. I simply want to roll a PVP standard character AFTER I'VE BEATEN THE GAME with skills I'VE UNLOCKED! I don't see how anyone could object, it in no way forces you to do that either. If you want to make multiple pve characters that have unlocked multiple skills, great, good for you, but can someone tell me how this in any way makes it inconvenient for you if they implemented this?
Also that Kayaking bit... wtf? Are you high or something? I play Guild Wars as a past time when I've got nothing better to do, summer is about to end. Why does everyone want everything to be so inconvenient and want to work for something in a GAME after they've already earned it?

The solution:
Make a new PvP character, pack it with the skill you want and UNLOCK befoe, make the build, and than go to the battle isle and play around with the dummy. Or you can even go and fight other humans if you like.
Solution II:
Take you regular PvE character, get him/her the skill you want, and try to adjust it so it will work with your combo. (Necro is not the only MM, nor Warrior the only tanker possiblity), go to the area you like, and start trying to see what work and what not work.
Solution III:
Suggest a new area where you can use a PvP character in a PvE enviroment, with well thought out on the issue of blance, preventive abuese, and cost-benefit analysis. Get it sign by alot of people to so be added into the game.
Solution IV:
Join the UAX movement (but I think that dies down afterwhile)
Solution V:
Try playing a new character.... IN A NEW GAME!
Also I heard the sun is nice this time of the season.

If you just want to test out a character for 10 mins then just make a pvp character and test it out. Do you really need a PvE area to test out a character?

You know, I like this one, and I think it may actually be fairly simple to do:
We already have the concept of a 'proving ground' in the Battle Isles - the various Zaishen Challenges. You could well have something like the Challenges where, instead of fighting NPCs doing their best to act like players, you get some sample mobs to fight. There's absolutely no reward for doing so - no gold, no drops, no faction - but it would provide an arena for experimentation.

THIS way I would even like the idea
Play 4 FUN is always good
Maybe a 15 - 30minutes mission whith some mobs and an end boss but WHITHOUT ANY KIND OF REWARD!!! Otherwise it would be just another "bot farming spot".

Sounds actually kinda nice. Though there could be a small reward of Balthazar faction. No one would want to make a bot to farm an area just to be able to unlock skills/mods/etc.

The way I see it could be accessible trough the Island of the Nameless...
You go there, talk to the NPC, and he teleports you to the mission....BUT I will repeat myself NO REWARDS!!!! If the only purpose of this is fun only then rewards are not necessary at all.
An alternative way would be a mission "Zeishen - like" so you can team up with a party before you go IN instead of the bots you get from the Island. But still, let me say one more time, NO REWARDS!!!!
Maybe I am being too emphatic with the “no rewards” thing, maybe some faction could come after completing it who knows… maybe the same sort of reward you get from Zeishen missions
