Try using Inspired Hex. Maybe throw in an echo if you're so inclined.
It's not as quick as Plague Touch but still fun watching them run away when they start suffering from what they're dishing out.

you have to have the right attribute level for those hexes
a skill could be one where it just throws the exact hex back, whether you have the proper attributes or not

Transfer 1 hex from yourself to target foe with remaining time and effects. 50% chance for failure with soul raping 8 or less.
(this way people would get plenty of time to use cover hexes, so its not overpowered)

Its reaping not raping, raping is something else, i can already imagine it soul raping O_o.
Anyways, i think before y our suggestion happens we would have to get some other skills, Martyr for hexes, draw hexes etc, then we could talk about transfer hex, and hex touch.

What's this Soul Reaping all of you are talking about? I think he had it right. Soul Raping. I don't know about you guys but I always rape the souls of my fallen enemies until they give me their proper due, i.e. energy.

for one, hexes are ment to apply pressure, and cause their own nasty effects unless YOU REMOVE them.
oh sure we could have some sending spells to send a hex away.. would that not be overpowered vs ALL other hexes? uh yeah it would
inspired hex is the closest you will get to remove a hex and send it, not to mention you gain energy from doing it.

Well ANet made the mesmer elite, Psychic Distraction...which in the right hands....owns anyone since it interupts any and all SKILLS (not just spells).
But i think a "plague touch" of sorts that works like this could be put into use:
===================================
NAME OF SKILL
10nrg 3/4cast 10sec/recharge
Spell. Touch target foe to transfer 1 hex from yourself to target foe. The transfered hex may not be an elite spell and is transfered with 75....40 percent of its remaining duration.
===================================
Now that would work.
Not to powerful, not to spammable, and requires you to be within a touch range.
Also note that this is a spell, meaning backfire or soul leech will be triggered, and other anti-spell related skills will work against it.
Looks good to me
