Interesting; but confusion is in many many games and I think it might make GW feel too much like Final Fantasy which many people would be opposed to.

I have been hoping for new interesting conditions for a while now, but have not been able to think of any that would be good enough to put in the game. But keep your suggestions coming
I would say a condition that has, say 20% chance that any skill will "fizz"

How about this
Confusion
While under the effects of confusion you have a x% chance of your next attack damaging yourself instead.
Not sure how to word it better but it would be more of an anti attack class type of condition like blind. While you are confused there is a chance that one of your attacks hits yourself instead of the target enemy.

I think if your friend believes Anet is short on ideas, this isn't exactly going to make an impact. They can make several new hexes without applying new conditions, the conditions we have are diverse enough, and neither is a big enough addition to sway an unimpressed friend to this game.
