I think that such a system would be easily abused. For example, say power-tripper Jay and his guild buddies have someone like highly-opinionated Ray in his group, who doesn't belong to the guild. Jay will do something start commanding Ray all over the place, and Ray detests in willing to do it, because he doesn't want to follow Jay and his stupid commands. So what happens? Jay starts up a vote, and his guildmates, who are behind his back at all times, vote in favor of kicking Ray.
So Ray is now out of the picture, but starts complaining everywhere. Now imagine that, but happening a lot of times over and over, the same situations, and all the Rays band together and complain. Then the personal insults galore fly across these forums, between those that favor the voting system and those that think it plain sucks.
So all in all, I wouldn't support this system because it will just heighten tensions between players and make way for abuse.

100k item drops for Some Guy
7/8 party members vote to kick Some Guy. Majority wins. Some Guy has been kicked from the party and has been returned to Some District.

Person A has initiated a vote to kick Person B
1/8 members vote to kick Person B
Vote to kick Person B has failed.
Person A has initiated a vote to kick Person B

While it would be nice to kick people who are offensive and/or want to freeload or act like jerks there are other issues that arise from this, which are mainly on the basis of abuse. So if there were a way to protect people against being kicked unfairly then I'd support this. But seeing as how unlikely that is.

Someone dies in FoW, gets two shards reserved. He's in a guild group, but doesn't belong in that guild. The guild leader tells everyone to vote him off so they get his shards. GG
Edit: Woopz. Didn't type in the window for a long time, so I never noticed that someone put something just like that before me.

You could make it so that anyone kicked would recieve items from the unclaimed items window like one would upon completion of a mission. I'm still not sure that voting would be the best idea.

a majority is 51%+ not 50% so this would not work in duo UW
