I don't think so as Mesmers might be slightly overpowered.

Well, IMO, fast casting NEEDS something. Right now, its o.k., but unless I need it for a skill, I don't really care about it in any way shape or form. Compare that to the paragon. When I used it, I kept my leadership high because I thought the extra bonus was worth it. I don't do the same for Mesmers and fast casting.

Leadership was useful because your build had shouts in it. Fast casting is useful because of a) 2+ second cast times, and b) interrupting 1/2 second spells. If you had no shouts or chants, leadership would be a load of crap, just like if you have no spells that have long cast times or are interruption spells, fast casting is a waste. I don't see the problem here; spend your attributes according to the build you want to run. There's no rule that says you HAVE to put a lot of points into your primary attribute.

Well, something important about the paragon is that they have a LOT of shouts and chats. And lets say I was a primary Mesmer, but most of my spells (read 6 or 7) where signets, then fast casting would be crap then too. Point here is that, yes while a stat might not be useful, you kinda need to work for that.
Now then, lets try a differnt line of argument. Lets say your rolling a E/Me, but your not sure which to make your primary. Asuming that your not using any fast casting spells or energy storage spells, which would you want to be your secendary? Now do the same with the other classes out there. (asume for things like Expertise vs. Fast casting, that one will be useful 50% of the time) I, for one, find that, unless I need a fast casting spell, Me tends not to be that great of a primary class.
